Mickey’s ex tensive pardon record may be the cre ation of a board of pardons. Let's have by all means. * As was generally expected, ex-Gov. Mickey pardoned Mrs. Lillie before walking out. His action meets all kinds of comment. What say you? Representative Brown is on the printing, apportionment and engrossed and enrolled bills committees. Being on the minority side, lie could not ex pect and did not get a chairmanship. The county board was in session Tuesday and Wednesday and awarded the legal printing of the county for the ensuing year to the Northwestern and the bulk of the commercial work to the Times-Independent. The Northwestern is frequently asked if a person is liable for payment of a newspaper if lie lias ordered it stopped, or if he never subscribed for it. These questions have been decid ed by the Supreme courts of the states of Iowa, New Hamshire, Dela ware and Wisconsin, and the decision in each is practically the same. If a person continues to accept a paper sent him through the mail lie is liable for the subscription price, regardless of the fact that he never subscribed for it. If a subscriber in arrears orders a paper discontinued and does not pay the arreages, he is liable to for it so long as it is sent to his ad dress, until he pays the whole amount Revise Your Directory.
