The Ravenna News came out last week with a very pretty Christmas number and it was accompanied with a fine disply of advertising from the local merchants of the town. Broth er Cass is to be congratulated for having done such an artistic job and for being the representative of a lot of enterprising and business like merchants. Senator Detrich has again been indicted by the fedra! jury at Orna ba. This time he is charged with having illegally leased a building at Hastings, Nebraska to the govern ment to be used as a post office. The statutes under which the indict ment was drawn provides a penalty of $3,000. and requires the return of all money paid hv the government under the contract in ca3e of con viction. Senator Dietrich is charged with the alleged violation of section 3739 of the revised statutes which provides that no memder or delagate to congress shall “directly or indi rectly, by himself or by any other person in trust for him or for his use or benefit, or on his account, undertake, execute, hold or enjoy, in whole or in part, any contract or agreement made or entered into on behalf of the United States by any officer or person authorized to make contracts on behalf of the United States " The indictment charges that Mr. Dietrich leased to the govern ment on April 24, 1903, a building at Hastings, Nehr. to be used for a post office, at an annual rental of $1,300. There is one count which covers the amount received for ren tal on the building from the date of its lease by the government to the present lime, equal to a sum slightly in excess of f2,000. In this it would seems a plain case of violation of the law for, as we remember it, when the Senator was iuditced on the first charge his friends stated that be had leased his building to the government for less than its actual value and the money which he received from post master Fisher and others was to make up the dif ference, and not paid by Fisher as a bonus for appointment. After a man has held an office for twelve consecutive years the habit is likley to become chronic and consider able dilficulty is to be expected in convincing him tbat retirement to private life is desirable. In Judge Thompson’s case the embarassment of the situation was increased Because he was defeated by a very small majority and those who knew him confidently predicted a contest. The judge has done the handsome thing, however, by publishing a state ment to the effect that he has de cided to accept the verdict of the offlcal retu/ns and withdraw' grace fully from the bench. He admits that he has made some investigation concerning the count and canvass ii^ various counties of the district with the idea in view of instituting a con test but adds: “While 1 have found errors over the district which would likely change trie result as announced, yet there may be eirors ou the other side which would offset those which have come to light.” This is almost a confession that investigation has convinced him that a contest would increase rather than diminish .Judge Hanna’s majority. This is In harmony with the view that well infornffed republican pol iticans have held all along. This be ing the case there is no particular satsifaction for bis apponents in Judge Thompson’s announcement except that pleasure which all good citizens will feel over a manifestation of the dignity which is so consis tent with a judicial office. An ordinance granting certain rights and privileges to the Loup City Tele phone company, its successors and assigns, regulating erection of poles and wires and protecting the same in the village of Loup City, Nebraska. Be it ordained by tbe Chairman and Board of Trustees of the Village of Loup City, Nebraski: Section 1. That Ihe Loup City Tele phone company, its successors and assigns be aDd are hereby granted right of way for the erection and maintenance of poles and wires and all the appurte nances thereof, for the purpose of Iran sictlng a general telephone and tele graph business through, upon and over the streets, alleys and public grounds of the village of Loup City, provided that said company shall at all times when requested by the proper authorities per mit their poles and fixtures to be used for tbe purpose of placing and maintain ing free of charge any wires which may be necessary for the police or fire de partment* of the villiage of Loup City, and further provided that such poles and wires shall be erected so as not to interfere with ordinary travel through such streets and alleys. Section 8. That in nooase shall said company charge to exceed one dollar per month fur the use of one phone in any private dwelling house and not to exceed one dollar and fifty cents per month tor one pnone in any ouisness house in said village of Loup City. Any outside line desiring to connect with this Company may do so by the pay ment of five dollars per month per line, or 50 cents per mou h tor each phone. Section 8, Whenever it shall be nec essary lor any person to move along or across any of said streets or allyes any vehicle or structure of 6uch height or size as to interfere with uny poles or wires so erected the company using and opor ating such poles or wires shall, upon re cleving twenty-four hours notice, ser ved in writing upon their agent or manager at Loup City, temporarily re uiov*‘ such poles and wires from such place as must necessarily be crossed by such vehicle or, structure, and provided that tills section shall not be construed to apply to circuses or other parades upon the public streets and alleys Section 4, Any person who shall interfere with, cut, injure, remove or destroy any of the poles, wires fixtures, instruments or other propety of the said telephone company or its succes sors, shall be deemed quilfy of a mis demeanor and on conviction thereof shall be lined in hiiv sum not less than ten dollars nor more than one hun dred dollars, and any person who shall paste, tack, or fasten on the poles or fixtures of said company, anv sign poster, advertisment or banner shall be fined In any sum not less than five dol lar nor more than fifty dollars. Section 5 This franchise shall ter minate at the end of 20 years from date. This ordinance shall take cfTect on and after its publication.
