Under administration protection the favored ones of the syndicate are carrying- on a systematic looting. Their scope of operations Includes all of the new possessions as well as Cuba and the Philippines. Inkling of the game that is being carried on In the Orient was brought to the United States in the recall of Dr. Bed loe, consul general of this country at Canton. China. Dr. Bedloe, it is true, was honorably "whitewashed" In the kalsominlng art the White house Is expert but along with the sweep of the whitewash brush was heard a story of pillage, of official robbery, and of official connivance at corruption startling in its openness. If it all be true, or even half be true, then Major General Otis, Governor-General in the Philippines, because he hesitates not to do the bidding of the White House, Is guilty of encouraging and fostering not only looting of the friendly Filipinos, along with murder and rapine, but also trafficking with the enemy against the American flag. HERB BE TOUR TRAITORS. It was charged In the Bedloe incident that a ring composed of mili tary and consular officers as well as civilian citizens of the United States, was hard at work at Hong Kong, Singapore and Manila, furnish ing food, guns, ammunition and ordnance to Aguinaldo and his army; that through the connivance of General Otis, at Manila, the ring was operating profitably and safely; that its ships, loaded with aid for the enemy, were allowed to pass unchecked through the lines of the alleged American blockade, and that the enormous profits of the traffic were divided with the power at Manila that permitted the work to go on. Now Dr. Bedloe was given a certificate of official probity; but none of the charges contained in the statement of facts which caused his with drawal was denied or disproved. The profits of this nefarious robbery must aggregate stupendous sums. While the taxpayers of this country have been called on to pay, up to this time, 120,000,000 for transfer of al leged sovereignty In the Philippines from Spain to the union, and more than J100,000,000 as the continuing oost of pinchbeck Imperialism in the archipelago, including 112,000 yearly tribute to the polygamous sultan of Sulu, the Oriental ring of administration henchmen has been filching millions from the other side. Plans are now on foot which may result in a congressional expose of this as well as other robberies of the gov ernment through official sanction. TRAFFICKING WITH THE ENEMY. General Otis Is Charged with Supplying- Aqulnaldo with Cuns, Ammunition, Etc., Etc, For the Dollars That's In It. Why did Senator Thomas C. Piatt not only consent that his former party enemy and personal foe, Ellhu Root, should be given high place In administration councils, but also assiduously labor to secure for him the portfolio of war when Alger was thrown out? Time lays bare many a secret of politics and polishes the bones of what would have been a national scandal If placed before the public at the time of its occur rence. Secretary Root's chair at the cabinet table has scarcely been warmed when now from Porto Rico comes the story of Senator Piatt's connection with the combination that has secured an absolute monopo ly of the express transportation business of the island. It Is worth to the scheming head of the republican machine in New Tork City and State hundreds of thousands of dollars annually. Bear In mind that Porto Rico Is now and has been from the date of the peace protocol absolutely and autocratically by the war department. WHY ROOT WAS APPOINTED. Keep in lew, too, the point that Ellhu Root, as head of this same department, has power to license stealing from the nation and the op pressed Porto Rieans, and then It will be plain why Piatt, the schemer, was pleased to see his old-time foe given high place and autocratic power. Beyond doubt he named his price and got It before Root re ceived his commission. The Pan-American Express company was organ ised in Porto Rico as the direct out come of bargain making between the White House occupant and Senator Piatt, when Root was made secretary of war to succeed Alger. This express company Is operated by capital furnished In New York. It is given exclusive privileges In the Island, despite the endeavor of congress to protect the people of the new possessions from the marauders of the administration. It was a bird In hand for the White House Syndicate to buy Senator Piatt, be cause the purchase money came nor from their treasure valuts, but In stead was wrested from the Inhabitants of Porto Rico. Piatt is tagged and ticketed for 1900 now. He must be for McKlnley for a second term, because the bargain earnest Is In his pocket. It is true that Porto Rico will be compelled to pay extortionate express rates because of this scandal-smelling deal, but that matters not In the philosophy of the Second Term Syndicate. SENATOR PLATT'S GREAT GRAFT. How a Monopoly of Express Transportation Business of Porto Rico Has Been Stolen From the People. The land grabbers, the franchise grabbers, the administration pro moters, who aim to wax fat upon the new lands of the nation, have been keeping close watch upon every turn of events there. Very recently word came from Hawaii that the misguided people of that far Pacific garden spot were actually dealing in real estate, developing virgin lands and showing possibilities of self-government and enterprise wholly out of line with the plans of the national robbers. Wherefore, because the White House Syndicate designs to gather for Its exclusive use all the good things la Hawaii, the president was directed to issue an order calling the Hawallans to a halt. It was issued Just as the executive and the members of the cabinet started upon the swing around the cir cle through those western states where even Hanna's handy check book falls to hold In line the burdened taxpayers who have grown weary of Imperialism's cost, and of the syndicate which Is directing executive action and national politics. This order. In effect, forbade the sale of any public lands, even under the orders of the loyal government which was left In power at the president's direction. It likewise directed the revocation of all proceedings for public Improvements and betterments. HOW THE REAL. BUSINESS IS DISGUISED. Ostensibly this sweeping order was for the purpose of securing for military and naval use all the lands deemed necessary. Really It was Issued because the syndicate proposes to plunder Hawaii when the time Is ripe. No concessions are to be granted there for anything of value unless the syndicate Is hand to elbow in the deal. Sugar, coffee, fruit, public utilities, the crown lands of Hawaii which reverted from Queen Lil to this Ohio "Emperor of the Philippines" all are to serve useful purpose to the men who bought the bankrupt paper of the chief exec utive at a time when the Investment promised no Immediate dividends. There are millions in sight In Hawaii for the administration plunderers. They intend to garner the treasure at the earliest moment for fear of congressional mishap. THE PLUNDERING OF HAWAII. There are Millions In Hawaii For President McKlnley's Admin istration Backers-Land Grabbers Wonderful Harvest. Conservatively put, the mobilising of the president and cabinet forces by Senator Mark Hanna in the endeavor to save Ohio for the republic ans hss cost the taxpayers one-quarter of a million dollars. True, the nation was not called on to pay directly the expenses of the stump en on their palace car vote-cajoling tour, but Indirectly It will foot the entire bill. From the departure of the special train carrying the exerstlve and all his cabinet save Cage who fled the town before the SBsmagerle was corrolled there was complete stagnation of public work. Tke kastness of the nation was practically suspended. Government taxeaters had a grand holiday. PRESIDENTIAL STUMPING TOUR, Many were assessed to aid the corruption of the ballot In Ohio. Hot this was looked upon as a necessary evil. Even the president was smrl His personal cheek for IS.OOO was given to Senator Hanna the day following the feast of Admiral Dewey at which the great ses fight er firmly and emphatically declined to become a member of the presi dential stomping combination. Nervous System of Corrupt Party In a Frightful State of Decay Lincoln. Neb. (Special.) The condl tlon of the republican nervous system as Indicated by its party organs dur ing the last day or so has induced the conclusion that the party managers of that party are badly demoralised. Their shifting, or efforts to shift the state campaign to national Issues and back again and then anotner attempt to change the subjects on which the peo ple are to think, while they dismally failed, have shown the desperate con dltlon of the managers and their cause. as they see It. The Lincoln republican evening pa per, the News, yesterday afternoon scored the management for trying to make the campaign against Mr. Bry an, and In effect told them that they had spoiled the last hope of success by their halr-bralned policy dictated by fear of Bryan. This was only one of the exhibitions of the spirit of distrust and rallure of confidence that has late ly become widespread among the re publican rank and file. An amusing exhibition of the scars that is pervading the republican clr cles was an incident connected with Chairman Tern's celebrated letter threatening to hamstring and excom munlcate or at least do something ter rible to every county clerk who did not fix the official ballot as he. Tefft, wantea it. urns thunderbolt was launched the other day, and then the republican managers stood and watch ed to see the fusion clerks bow their heads In meek submission to the chief nad beg pardon for having offended the powers that "bee." The watchers have seen and doubtless heard some thing before this time. The secretary of state's office has heard from It and Deputy Wlesner and the other em- ployes are ready to ask the republican chairman not to te reckless wun nis thunderbolts In the future. TEFFT SHOOTS CROOKED. There has been a small avalanche of letters and telegrams from the county clerks of the state into the secretary of state's office and the writers are asking what they must do and refer to the threat of Chairman Tefft. The secre tary of state has been busy dictating answers, simply saying "Obey the law and you will be all right. ' The amus Ing feature about the matter Is that all of those who are frightened by Chair man Tefft's bull are republicans. Not a single county clerk, so far as the secretary of state has heard, has been the least little bit frightened. It seems that Chairman Tefft Is a very bad marksman, and while he Intended to hit the fuslonlsts whom he presuppos ed were not going to do what the re publicans wanted done, the republican county clerks are the ones who are frightened. One who has observed the republic an campaign pretty closely said that the only reasonable explanation of the scare of so many republican county clerks at Chairman Tefft's threat was that In the factional difference In the republican ranks there had grown up a distrust of each other until these harmless republican county clerks thought their chairman really meant It when he told what dreadful things would result from certain acts of theirs. They thought they had gotten an the wrong side of the chairman or maybe knew they had and took the threat as meant for themselves. BOYLE PLAN CRUMBLES. Another falldown of the republican managers or a part of them, for It is pretty welt established that all dtd not agree on the original plan, has been In the complete collapse of the Juan Boyle attempt to prevent the sec retary of state from certifying the name of William Neville as the demo cratic nominee for congress In the Sixth district. Republicans now predict that the whole matter will be dropped without even a hearing before the county Judge. NEBRASKA'S SOLDIER QUOTA. The adjutant general of the army has sent to Adjutant General Barry a reply to the latter's letter of transmit tal sent with a report of the slate of the Nebraska National guard and un organised militia of state which was asked for some time ago. Assistant Adjutant General Simpson, In writing to Adjutant General Barry, compli ments him very highly on the complete data and fine arrangements of it for the use of the head of the Washing ton office. In the report, whlrt- covers several typewritten pages. Adjutant General Barry goes Into the detail of description of the organization, equip ment, armament, drill and laws and regulations governing lbe Nebraska National guard. In addition to this and other Infor mation as to the drill and Instruction of the officers and men the adjutant general gives some Interesting Infor mation regarding the Nebracka Na tional guard and the volunteers from Nebraska In the Spanish-American war. Much of this Is familiar to news paper readers, but the recapitulation of the number of men who enlisted In the volunteer service from Nebraska is es pecially Interesting. This shows that there were In the First Nebraska 1.047 men, and In the Second Nebraska 1.047 under the first call. In troop K, there were 84 men. Then under the second call there were 564 volunteers who were divided between the two regi ments. Then the Third regiment was raised with 1.147 men, making a total of volunteers In the Nebraska organ isations who went to war 4.070 men. The state banking board has char tered the Irrigators State bank of Oer ing. eotts Bluff county. The capital stock Is to be $20,000 and the Incorpor ators are James H. Csaselman; J. D. Jackson and George Adams. SLUMBER MADE MORE COSTLY. Chicago, III. (Special.) Members of the National Association of Chamber Suit and Case Work Manufacturers at their second meeting here decided on more radical action than was accom plished at the opening session. Instead of a uniform advanc of 10 per cent In their price list, as was recommended at their first meeting, an Increase va rying from 12 to 16 per cent was de cided on. This will go Into effect at once, so that the raise In prices will be felt especially during the holidays. At a meeting of the Western Parlor Furniture Manufacturers' association It was decided to make an advance of 14 per cent In the price of all furniture manufactured by members of the asso ciation. An advance of 10 per cent was made recently, but this was found to be Insufficient for profit and another In crease resulted. SIX DOLLAR HORSE DID IT. Chicago, III. Speclal. Following Is the treaty made by the McKlnley administration with the sul tan of Sulu: Agreement between Brigadier Gen eral John C. Bates, representing the United States, of one part; and his highness, the sultan of Sulu, the Dato Rajah Muda, the Dato Attlk, the Dato Kalkl and the Dato Joakanain, of the other part; It being understood that thla agreement will be in force only when approved by the governor general of the Philippine Islands and con firmed by the president of the United 8tateg, and will be subjected to future modifications by the mutual consent of the parties in interest. Article 1 The sovereignty of the United States over the whole archipel ago of Sulu and its dependencies is declared and acknowledged. Article 2 The United States flag will be used In the archipelago of Sulu and Its dependencies on land and sea. Article 3 The rights and dignities of his highness the sultan, and his datos shall be fully respected; the Moros shall not be Interfered with on account of their religion (polygamlstlc); all their religious customs shall be respected and no one shall be persecuted on ac count of his religion. Any person can purchase land in the archipelago of Sulu and hold the same by obtaining consent or the sultan and coming to a satisfactory agree ment with the owner of the land; and such purchase shall immediately be registered in the proper office of the United States government. Article 10 Any slave In the archipel ago or sulu shall have the rignt to purchase freedom by paying to the master the usual market value. Article 13 The United States will give full protection to the sultan and his subjects in case any foreign nation should attempt to Impose upon them. Their renomlnatlons are arranged for htem by political bosses, who are but the Servants of this power. Campaign funds are furnished. That part of the pubMc press that can be managed Is used to eulogize and lionize these sub servient tools. Their elections are man aged for them. ONLY A FEW TRUE MEN LEFT. There also stands the representative lected by the people, who is true to the principles of manhood and Is gov- rned by the promptings or public wel fare. He stands a bulwark ayalnst the legislative schemes by which this gTeat railroad, monopoly, trust combination expect to plunder the people. He Is obnoxious .to this dominating and con- rolling power, and their emissaries are sent Into his district to undermine and destroy him politically. This process has been worked so silently snd secretly that the people have not recognised the handiwork by which a majority In the legislative bodies has been controlled. THE CITY METHODS. In many of our great cities the street allwav traction companies have cre ated a political despotism. That man who Is ambitious politically, before he can hope to be nominated to any posi tion of public trust must first kneel at the throne. Yes, and In many, many cases before a laborer can hope to earn bread for his family he has first to show that he wears the brand and col lar of their ward boss. They have created a despotism so damnable that man must become a serf to this corrupt corporate power before he can obtain an opportunity to work. I have talked with theae men who mourn the loss of their liberty as American freemen. The sreat railroad, monopoly, trust, trac tractlon combination Is "corrupting our public affairs and debauching our pub lic men" and destroying the founda tions of the republic by the corrupt use of money In our political life. No man knows how soon the fear of hunger for his wife and family will make him a coward. It behooves us to strike while the fire of liberty yet bums. THH PLAN OF CAMPAIGN. The American Anti-Trust League Is non partisan. We call all American freemen to council. If a democrat, or a populist, or a republican, public man has shown hlself to be a subservient tool of this great corporate power, then all the united power of all the men of the American Anti-Trust League will be used to crush him and drive him from public life. We will adopt the tactics of our enemy until we have created a legislative. Judicial and ex ecutive power In sympathy with the public welfare. And we call upon ev ery American citizen who loves bis country and the great principles of popular government better than he does his party, to Join us In the work of re-establishing the equal rights of American citizenship. Evi dence of the existence of the long ru mored alliance between Great Britain and the United States Is becoming so strong that many republicans who have hitherto discredited the report now believe It to be true. The Washington Star quotes a sen ator who says that those who have been blckernlg over the policy with re gard to the Philippine question have only been scratching the surface, that the Philippine question Is breaking out so as to comprehend the whole prob lem of the Orient. The first move to be made Is toward China. The disproportionate Increase of our navy In the Philippines Is pointed out In substantiation of the existence of an alliance and the design of Great Brit ain and thla country to act together agalnat Germany, Ruasla and France In China Is said to be the determined policy of the administration. The Amer. lean fleet In the Philippines will con sist of sixty vessels when all the ships now under orders to sail shall reach there, which It would be ridiculous to Infer were Intended merely for coast operations against the Luzon natlvea. The article closes by saying: "The assertion comes from an au thoritative source that this glvernment will maintain the American Interests In China and Is preparing to notify any of the powers making a move In that di rection that the present atatua of China shall not be disturbed without our con sent. "The Interests of the United States and Great Britain lie In the same di rection, and It Is understood that t'.iy will be maintained together. If there Is to be anything of a scramble we will put our hand Into the pudding up to the armpit." The article excites general Interest for the reason that the Star Is known to have close confidential relations with the administration and Is an avowed administration organ President Ssts a Day For General Obssrvanos, Washington, D. C (Special.) The president has Issued the following Thanksgiving proclamation: "A national custom dear to the bearta of the people calls for the set ting apart of one day In each year as an occasion of special thanksgiving to Almighty God for the blessings of the preceding year. This honored observ ance acquires with time a tenderer sig nificance. It enriches domestic life. It summons under the family roof the absent children to glad reunion with those they love. "Seldom has thla nation had greater cause for profound thanksgiving. No great pestilence has Invade dour shorea. Liberal employment waits upon labor. Abundant crops have rewarded the ef forts of the husbandman. Increased comforts have come to the home. The national finances have been strengthen ed and public credit has been sustain ed and bade firmer. In all branches branches of industry and trade there has been an unequaled degree of pros perity, while there has been a steady gain in the moral and educational growth of our national character. "Churches and schools have flour ished. American patriotism has been exalted. Those engaged in maintain ing the honor of the flag with such signal success have been in a large de gree spared from disaster and disease. An honorable peace has been ratified with a foreign nation with which we were at war and we are now on friend ly relations with every power on earth. The trust which we have assumed for the benefit of the people of Cuba has been faithfully advanced. There Is marked progress toward the restora tion of healthy industrial conditions. and under wise sanitary regulations the island has enjoyed unusual exemption from the scourge of fever. The hurri cane which swept over our new pos session of Porto Rico destroying t he homes and property of the Inhabitants, called forth the Instant sympathy of the people of the United Slates, who were swift to respond with generous aid to the sufferers. While the Insur rection still continues In the Island of Luzon, business la resuming Its activ ity and confidence In the good purposes of the United State Is being rapidly established throughout the archipelago. A special to the World says: Senor Antonio Regl dor, no win London, will salt for the United States within three weeks, and as a fully accredited representative of Aguinaldo will present to President McKlnley new terms for ending the hostilities and reconstructing the gov ernment of the islands. The coming of the representative Is kept a secret by the administration, but from a high authority the World learns that these are the exact terms Aguinaldo desires: First Absolute free trade between the United States and the Philippines, carrying with It the fullest commer cial favor between the countries. Second Perfect religious freedom as now exists under the government or Aguinaldo, the same being a conces sion made by him to the wishes of the United States. Third Coaling stations for the Unit- ed States on all important Islands of the archipelago, to be selected by the United States and ceded outright for ever by the Filipinos. This would In clude Manila. Fourth Military reservations at Ma nila, Hollo. Panay, Mlndora, Masbate, 8a mar, Mindonca and such other isl ands as may be determined on by both governments. Fifth The employment of United States officers In the customs and all other International branches of the government, to be selected by the United States and paid by the Filipino government. Sixth The Introduction of the Amer ican police system. Seventh The establishment of a Ju diciary as now exists In the Island of Cuba. Eighth The reconstruction of the en tire Filipino government upon lines as nearly consistent with those prescribed by the constitution of the United States and adapted to the requirements of the natives. Ninth Recognition of the Filipino government as an Independent republic under a protectorate of the United States. Benor Regldor will have plenipoten tiary powers to treat with the United States government on all of these points. In order to reach an agreement by which hostilities may cease. Senor Regldor will be the most Important po litical emissary ever sent to the United States by the Filipinos.
