supreme court, provided, however, that

by a two thirds vote, to increase the
number of judges of the supreme court,
as well as of the district court, as the

and in no event other than by a two-
thirds vote of each house.
Ninth.-Is to confer authority on the
legislature to authorize the use of a
voting machine if that shall become

only in United Stated or state securities
or registerd school district bonds of (he

state treasury regularly issued is pre
sented for payment and there shall be no
money in the proper fund to pay such
