Vt e adhere to the doctrine that all railway
lines are subject Ui regulation aud control
by the statu and we demand the regulation
of railway and transportation lines to such
extent,and in auch wanuer as will insure
fair and reasonable rates to the producers
aud eousumers of the country. To that end
we insist that the laws shall be enforced
forbidding the ticlictioua capitalization of
such corporations aud tbat the constitution
of the state shall be rigidly enforced where
in it U provided: "So railroad corporation
shall issue any ntock or bonds exdept tor
money, labor, or property actually received
and applied to the purpose ior which cor
poration was created, and all stock divi
dends and other Bi-ticious increase ot the
capital stock or Indebtedness of any such
corporation shall be void."
V e are in favor of the enforcement of all
laws, whether tbey eft ect the individual or
the corporation, aud therefore demand the
enforcement of the maximum rate bin
passed by the last legislature, until the same
is declared void by the courts or is repealed.
We are in favor of the enactment of ia s
by congress that w ill provide for the super
vision, regulation and control of corpora
tions engaged in interstate commerce, with
a view of preventing the fictitious capitali
zation and excessive bonding of such corK
rations.
We denounce all combinations of capital
organized in trusts or otherwise to control
j-oitraniy the conditions ot trade, aud ar
raign as criminal legislation the manliest
concession of the tariff bill, now in the
nandsofthe president, to the sugar and
whisky trusts.
We recognize the rights ot laborers to or
ganize, using alt nonviable measures for the
purpose of dignifying their condition and
placing them on tui equal footing with capi
tal to the end that tbey may both fully un
derstand that they are necessary to the
prosiienty of the country. Arbitration
should take the place of strikes and lockouts
for settling labor disputes,
Tbe extirpation of anarchy is essential to
the -if preservation of the nation, and we
therefore favor the pending bill in congress
for the exclusion of anarchists.
We recommend that tbe ensuing legisla
ture submit an amendment to the constitu
tion, to be voted upon by the people at the
next general election, providing for toe In
vestment ot the permanent school fund in
state, county and school district bonds..
W e believe that tbe industries of our state
should be diversified, to relieve the masses
o. the people from dependence upon one
class of agricultural products, subject to
crop failures, niid it being demonstrated
thai the soil ol misstate Is adapted to the
production of sugar beets, even in dry sea
sons, a source of wealth, we favor legisla
tion that snail tiring to our people its fun
realization.
Ever mindful of the service and sacrifices
of thu men who saved tile lite of the nation,
we protest against the illiberal aud unjust
policy of the pension department under the
present aumluiMratlou ana pledge anew to
the veteran soldiers of the republic a recog
nltionof their Just claims upon a grateful
people.
