More important than anything that haa
bean yet arranged under tha direction of
Haoretary Alger are ordera providing for
a tenarai movement ef tha regular cav-
airy and artillery to the Atlantic sea
board. Nearly all the cavalry la In the
west, where a majority of the Infantry
regiments are also located.
Few to He Left In the West.
Of course It will be necessary to leave
some troops In remote sec lions where In
dian uprisings have to be considered aa
likely to occur at any time, but It la In
tended that nearly all rompnniea and
troops of Infantry and cavalry, even those
as far west as California, will be brought
to points on the Atlantic and the Oulf
ef Mexico. With the addition of the 1.611
men recrultetl for the two new artillery
regiments, the regular forces of the Unit
ed States now number nearly FT.OOS men.
Seven regiments of artillery are now dis
tributed or in course of distribution at
the modern fortifications on the Atlantic,
Pacific, great lakes, and gul'f. Both new
regiments will be assigned to duty along
the Atlantic and gulf coasts, where most

Dee Not Want War.
Be nor Polo y Bernabe, tha new Spanish
minister, talking with a reporter at
Washington, ei pressed himself as satis
fled that neither the United States nor
Spain wants war. The minister referred
to tha fact that the Cuban cabinet had
appointed a commlasion to negotiate a civ
il treaty with this country aa another art
dance of the complete autonomy acheme
In Cuba. Speaking of the present policy
of Spain In Cuba, the minister aald:
"The government haa granted autonomy
on tha broadeat and most liberal lines. It
la designated to give to the Cuban people
the complete direction of their Internal
affairs, thus gratifying the honorable am
bition of the Cubana, while, at the same
time, maintaining the historic allegiance
of Cuba aa a colony of Spain. Tha gov
ernment la not executing this plan grudg
ingly, or with any technical restrictions

there la tha fullest confidence that the
plan will be carried Into full execution.

minister was asked If he viewed the pres
ent conditions of affairs between the Unit
ed States and Spain aa Indicating war.
After a moment's hesitation he answered
gravely:
"I am sure that the United States doe
not want war. Just as I am sure that tb
Spanish government doea not want war,
and will do everything honorable In it
power to avert such a calamity,"
Making Rifled Field Mortar.
Tb United States arsenal at Water
town, Mass.. has gone Into the gun man
ufacture. Work on the first forged gun
ever ordered was begun Saturday. Tb
weapon la to be a S.t-lnch, breech-loading",
rifled field mortar, and, when finished,
will be the first fully equipped 3.6-inch,
breech-loading field piece ever manufac
tured by the United States government.
The work of mounting guns at Long Irl
and head and Fort Warren Is being pushed
rapidly. To-day thirty ten-Inch shells
were shipped to the former and twenty
to the latter place, so as to have the guns
ready for use as soon as they are In posi
tion. At Charlestown navy yard a con
signment of new- Iy?e straight-pull rifle
has arrived, and the men are being drilled
In their use. Lieutenant Benjamin Fuller
received a telegraphic command from the
navy department to report as soon .as
possible on board the United States cruis
er Columbia, stationed at League island,
awaiting orders. Lieutenant Fuller will
be placed in charge of the marine guard
of the Columbia.
