Tbe Lodge Imml jrttloo Bill.
Oo last Monday the United States
Sent passed the Lodge Immigration
Ul by a vote of 45 to 28. The follow
ing is (he full text of the bill:
Be it enacted, etc. That section 1
of the art of March 3. 1S91, in amend
ment of the immigration and contract
labor acts. be. and hereby is, amende 1
by adding to the classes of aliens
thereby excluded from admission to
the United States the following:
"All persons physically capable and
over 16 years of age who cannot read
and write the English language or
some other language; but a person
not so able to read and write who Is
oxer 50 years of age and Is the parent
or grandparent of a qualified Immi
grant over 21 years of age and capable
of supporting 6uch parent or grand
parent may accompany such immi
grant, or such a parent or grandparent
may be sent for and come to Join the
family of a child or grandchild over 21
years of age similarly qualified and
capable, and a wife or minor child
not so able to read and write may ac
company or be sent for and come to
join the husband or parent similarly
qualified and capable."
Sec. 2. That for the purpose of test
ing the ability of the immigrant to
read and write, as required by the
foregoing section, the inspection of
ficers shall be furnished with copies
of the constitution of the United States
printed on numbered uniform paste
loard slips, each containing not less
than twenty nor more than twenty
five words of said constitution printed
in the various languages of the immi
grants in double and email pica type.
These slips shall be kept in boxes
made for that purpose, and so eon
Btruoted as to conceal the slip from
view, each box to contain slips of but
one language, and the immigrant may
designate the language In which he
prefers the test shall be made. Each
immigrant shall be required to draw
one of said slips from the box and
read, and afterwards write out, in full
view of the immigration officers, the
words printed thereon. Each slip shall
be returned to the box immediately
after the test is finished, and the con
tents of the box shall be shaken up by
an Inspection officer before another
drawing is made. No Immigrant fail
ing to read and write out the slip
thus drawn by him shall be admitted,
nut he shall be returned to the country
from which he came at the expense
of the steamship or railroad company
which brought him, as now provided
y law. The inspection officers shall
') eep in each box at all times a full
number of said printed pasteboard
slips, and in the case of each excluded
immigrant shall keep a certified mem
orandum of the number of the slip
which the said immigrant failed to
read or copy out in writing. If in any
case, from any unavoidable cause, the
foregoing slips are not at hand for
use, the inspection officers shall care
fully and thoroughly test the ability
of the immigrant to read and write,
using the most appropriate and avail
able means at their command, and
shall state fully in writing the reasons
why the slips are lacking, and describe
the substitute method adopted for
testing the ability of the immigrant.
Sec. 3. That this act shall not apply
to persons arriving in the United
States from any part or place in the
Island of Cuba during the continuance
of the present disorders there who
have heretofore been inhabitants of
that island.
Sec. 4. That this act shall take effect
three months after its passage.

will cause a distinct shock to mon
archal traditions throughout Europe
fact that it is regarded as a mere am
plification of the pope's Christmas al
Jpsuits in close relation to the Vati
can, gives it the character of an in
spired document, apparently designed
struggle which is to settle the con
troversy for power between , the pope
and the Italian monarchy.
The most significant fact in con
nection with the article is the ex
pression of friendship for a repub
lican form of government, especially
as represented by Switzerland and
their "admirable and glorious consti
tutions," representing "true unities of
nation and state," as contrasted with
"that of Italy, which," it is declared,
"has produced nothing but weakness,
misery and starvation." In the de
claration that without the aid of
foreign bayonets the true Italy will
find for itself its own way -and
will rise again from the Ignominy
in which it now lies prostrate to true
greatness," there is an evident allu
sion to the foreign a'd by which the
present Italian monarchy was enabled
to establish Itself as well as an in
vitation to the Italian people to assert
their power.
These utterances are the more re
markable as made in the interest of
if not directly prompted by a hier
nas not only been one of the strongest
supports of monarchial governments,
but itself a representative of uncom
promising despotism. Does it mean
that the papacy, in the closing years
of the nineteenth century, has been
converted to republicanism, or that it
has chosen this method for securing
the sympathies of the Italian people
in bringing to an end the struggle for
"temporal power" which it has main
tained for over a quarter of a century
with the Italian monarchy? If the
latter ,the occasion has been adroitly
chosen at a time when the Italian
government is laboring under an ac
cumulation of financial and economic
embarrassments which have threat
ened its existence. In inviting an al
liance with the Italian republicans
who are more likely to be opposed to
the restoration of the temporal power
of the pope than otherwise the ad
visers of the Vatican have taken
some uncertain chances, and future
developments in that quarter will be
awaited with curious interest. Chi

NOTICE OF INCORPORATION.
Notice Is hereby given that the under
signed have formed a corporation, the
name of which Is Trans-Mlsslsslppl Min
ing and Development company. The prin
cipal place of Its business Is at Omaha,
Douglas county, Nebraska; the general
nature of its business Is that of leasing,
buying, selling and ' developing gold and
silver mines In the state of Colorado and
elsewhere; the prospecting for minerals In
the state of Colorado and elsewhere and
the erection and maintenance of such
buildings nnd structures as ma v be neces
sary and Incidental to the business afore
said. The amount of Its authorized capital
stock is twelve hundred ($1.2m) dollars;
10 per cent thereof to be paid In at the
time of subscription and the balance to
bo paid at the call of the board of directors;
