That he shall be thrifty and successful In his business; honorable and truthful In his dealings with his fellowman, and shall be known as a law-abiding citizen. That he will endeavor to give his children or any children under his charge at least a ?ood common school education, being care ul to avoid all popish doctrines, and That he shall be In sound health at the time of making application. it makes no difference where a man was born, o long as be meets the foregoln requirements.
