politician, to take out their llrst paper or
to liecome citizens, 1 thought lo myself that
there waa something wrong either with the
court or with the law, that made cltlens by
Ihe wholesale of a people who did not know
anything of the English language nor of the
law which made them cltlens, nor under
stood the oath which wa administered to
them by the clerk, In fact they were a people
who told by their very countenance that they
were ome of the lowest, uneducated people
that K u rope produced. O, what a state of
alTulrat And who I to blame for this? Kvery
good cltlen of till country! Why not make
a law which will make It a crime for politi
cian to pay for the naturalization paper of
uch people? Here I one of Ihe greatest
evils: Just before the election that year. I

Venerable Brethren : Greeting and
the Apostolic Benediction, Leo, bishop
and servant of the servants of God; be it
remembered by posterity that ho who is
omnipotent in heaven and on earth, hath
confided his church, which is one Holy
Catholic, and Apostolical, and out of
which there Is no salvation, to ono nian
upon earth, nainely, to Peter, prince and
apostles, and to tho bishops of Home,
his successors, with full power to rule
over it.
This pontiff alono hath been constitut
ed head over all nations and kingdoms,
