It has happened more than onco that the character of the National adminis tration and tho quality of our National law has been actually determined by tho vote of nwly naturalized allons who had boon dumped upon our shore as tho refuse of the effete populations of Kuropo. In a matter which concerns tho entire country, and involve the welfare and security of citizen of all parties, there should bo a common ground of action in tho direction of a reform which Is o obviously desirable.
