The chairman of the bit itate committee baa made a declaration to the effect that thousands of votes cast for the pulist candidates were not counted. id that in some election district he prove that the number of persona ho voted for the Populist candidates was three and four times greater than the votes returned for these candidates. The Populist chairman thinks that it will hardly be worth while to make con tests, because the Democrats have every thing in their own hands, and all the (election officers were Democrats. But some con tests will be made nevertheless. This outcry is not confined to the Pop ulists nor to the Republicans. The Re publicans are not saying much this year, because they concluded from past expe rience that it was not worth while to at tempt to elect their candidates as long lathe Democrats had exclusive control f the election boxes and the counting of rotes. But some of the prominent Dem ocrats are also becoming alarmed over he fraudulent methods put into effect in Virginia. Last year the Birmingham Ige-Herald, the leading Democratic lewspaper in Alabama, came out in cathing denunciation of the scandalous rands perpetrated by the Democratic eaders in Alabama. The Richmond rimes, the leading Democratic newspa wr in Virginia, came out today with a imilar statement with regard to the ilections in the Old Dominion. The Times today prints a leading edi- orial, in which it declares that the white eopleof Virginia are profoundly discon tented with the management of the Pemocratio party in that state. The imes points to the immense falling off the white vote in the last election as n indication of the truth of the asser- "We are not prepared to say," con- jnneg I he limes editorial, "that our lections are dishonestly conducted. All at we can say is that there is a general lief all over the state that they are, id the records furnish only too much idence in support of the belief. In the ection of 1880 between Mahone and cKinney we saw results produced in ie counties where there is a heavy negro Lte that were altogether perplexing. lid in the election just held are likewise suits that are inexplicable." The Times continues: "Now, we want say, and we want to say it with the most solemnity and impressiveness, at the foundation stone upon which ee representative government must st is honesty and purity in elections. is vain to talk and hope for good gov- mmentif cheating and fraud in our fictions is winked at or tolerated. If p vwuuivuGo m irauu, we must end in ttenness. If our elections are unfair, ey must be made fair, whether it tings negro rule upon us or not. Negro So is more endurable than a condition ich must end in corrupting our peo and turning them into a population thieves, and this must result if fraud penly practiced and winked at and idoned." The Times' editorial concludes by in king that the present election law be tealed and some impartial and fair i instituted. But there is no proba itythat the Democratic leaders will ttndon any of their dishonest methods, i the contrary, they are preparing to ie the passage through the senate of s federal election law, which is the ly thing that now offers any check latever to their corrupt methods. ashmgfon Special to Philadelphia ess.
