' Mention thU paper. 1516 O St. i l!any Offices to Fill- Editor Independent: The time is fast approaching when it will become the duty of tne people to select a set of men to look after the interests of the tax pay- ers of the great state of Nebraska.' As I understand it, we have six congressmen a full set of state officers, and XQO rep resentativea and, thirty-three senators, and two United States senators to elect. To a man that takes any interest in pol itics it would seem to be rather an im portant election. Now it often - happens . i that us old chaps so far away from the , center of politics get behind the times and the slate is all made up before . we ' know any thing about it. But if not too - late or out of order, I want to suggest the name of a man for commissioner of public laads and buildings. He is one : of the old timers; he has dared ' to pro-: " mulgate the docrtine of true populism ' when it was not very popular; he has ' spent time and money that belonged to ; his family to help remove one of the most unprincipled set of state officers that ever infested a state house. Thous ands of good men believe he was elected to that office at one time and was count ed out. His name isW. F Wright. He is honest, capable, . and I believe the . proper man. Who will second the mo- - tionr Yours for peace, harmony union, and a triumphant victory all along the line. H. B. Miller, Winside, Nebr. Elections. The republicans held their own in the election in this city, Tuesday. They elected five out of seven councilman, the city attorney, police judge, city en gineer, water commissioner, exciseman, cemetery trustee and three members of the school board. The republican ma jority averaged a little more than one thousand votes, which has been about the normal republican majority in this city for several years past. At University Place the republicans elected their entire ticket except one councilman. In South Omaha, A. R. Kelleythe re publican candidate for mayor, was elect ed 1 by 400 majority. The fusionists elected two members of the council and one member of the school board. The result shows a considerable gain for the republicans. Fremont elected the entire republican ticket, making considerable gain. In the following towns there will be no saloons, the anti-license people hav ing been victorious Aurora, Tecumseh, Lexington, Weeping Water, North Bend, Holdrege. Minden, and in Bloom ington and Elm Creek th result is in doubt. At Plattsmouth the democrats made considerable gain, and elected nearly their entire ticket, including mayor and all the principal offices. At Falls City the fusionists elected the mayor, John Morehead, and nearly the entire ticket, a considerable gain for the fusionists. Hastings, Wahoo, McCook, North Bend elected the entire republican ticket. The state banking " board has taken possession and closed the Citizens State bank, of Cambridge. Capital stock was $12,500. Lew Wallace, the author of Ben Hur, has written a very sarcastic letter, published in the New York Journal, to the senators who have been advocating Imperialism. He says they will never be satisfied .until they annex the whole of the West Indies. The whole state of Indiana seems to be in a rage over McKinley's desertion of the constitution and .his desire to establish military government over unwilling peoples. Gen. Wallace says: The education of the people, lately so generously undertaken by the majority of republican .senators in Washington is l Ci: rr-i . .il j . i v f LKruciibiug mo. ijie uioiiui uurmg wmcn their school was to last is not half . out, yet I am able to see what is the matter . with them. It is that President McKin ley wants to convert the Philippines and Porto Rico into colonies, and govern them personally, and, though they know as well as the president that there js no grant of power in the constitution to establish a colonial system, they are determined to help him to his wUh. This obliquity of vision, obsequiousness or whatever it may be called, is strange; and I confess not being far enough ad vanced in the course of instruction sub- mitted to me, in common with the people generally, to decide whether it is due to the patronage which the president always skillfully keeps in sight and smell of the congressional visitors, or to the Caesarian meat they are in the habit of eating at their 5 o'clock dinners. Still, as it seems to me, fast opening my eyes under the able tuition, the thing stracgest of the whole Porto Rican affair is that no senator, democrat or republican, has made a. sign suggestive of preparation for the expansions in de livery waiting at the door. They know there is a party booming the annexation of Cuba; they know the- administration is negotiating with Denmark for the purchase of St. Thomas and St. Croix islands, just east of Porto Rico, for which v there is a willingness to give f3jOOO,000; they know it is in senous proposal to annex Nicaragua and Costa Rica, the argument being that those revolutionary vortices are In some way essential to the canal, which Secretary Hay would have us build for the accom modation of the world, meaning Great Britain; they know that ever since Gen eral Grant's - day, presidents have had itching palms for Panto Domingo, and they ought to know,1f they do not, that the expansion fever is in the; blood of the present executive, making it reason ably sure that .there will be no stop in the business until, if fhly'to round out and increase the splendor of the Ameri can colonial system, noW in incipiency, the whole of the West Indies are ours. Where we cannot conquer we can buy. Yet. ' withal, they seem" Incapable of anticipation incapable of even formu lating a civil government for Porto Rico. Military government is so simple, so easy, ho economical of their lordly labor, so agreeable to the : president! If there is a. doubt of .their . authority to erect colonies, why not take time to settle it? If there is a doubt that the constitution by process of self-extension, covers new domain the instant of the perfection of our title, why not enact something which shall have at least the merit of certainty in that most serious particular? A-lapse of law is intolerable to good government. Let me hope the public will not smile at my disposition to lend the very honor able, but eccentric, senator., a hand to help them out of the hole they are in. They are going far aside to educate me. They are making speeches to that end; indeed, if we, may believe Mr. Fairbanks, they have decided td give me and the other simple-minded folk Of the country a month ef speeches. Can disinterested ness go further? And shall I not show them some gratitude? Were one of their seats mine, I would offer the following: ' ' "ARTICLE XVI. "Section 1. The United States shall hot in any -manner acquire, hold, main tain,' provide for or exercise ' jurisdiction or sovereignty over any island, territory or country now foreign, except with the consent of the people of the United States, tlrst bad. ?'See: 2. In cases of territorial expan sion hereafter proposed the will of the people of the United States, required by the foregoing section; shall be deter minable at elections, to be provided by congress, and in every instance the presi dent shall proclaim the result; where upon, if there be a majority for the proposition, the constitution shall, from the day of the proclamation, extend to the island, territory or country admitted, and to its inhabitants." . Undoubtedly the senators will under stand the amendment, Along with their other superiorities, they have an intui tion of such high-wrought microscopic power as to magnify effects and subject them to perfect knowledge and apprecia tion at sight. . ' . wThe amendment is, of course, but a suggestion for general consideration, and L to show our noble educators how we are progressing:.- at T the same' time, . it is commended ' "especially to republicans and republican conventions. The masses of the party are innocent of imperialism, and it is not their intention to establish a colonial, plaything for the present executive or for executives to come; none the less, ttey will have shortly to answer both these charges. - THE GREAT GOAL TRUST Morgan and Vanderbilt Interested In Ita Formation ' The New York Herald says: "Ac cording to statements made by Wall street interests in close touch with the Vanderbilts and Morgan factions, one of the first and most important results of the Vanderbilt-Morgan-Cassatt alliance for the joint control of eastern railroad systems will be the cementing of a new coal combination,- which will include i n.. . u J u:a t ... companies and bind them together in a powerful trust tnat will nave absolute control of the American coal trade. The tinal step toward the completion of this project was, it is said, the acquisi tion by the Pennsylvania railroad of suf ticient Norfolk & Western stock to make it a factor in the management of the property." ... V The Times says: "Control of the Reading railroad has been acquired by the Vanderbilts. Not only is the vast mileage with 1 the ' extraordinary coal lands holdings of the Reading company taken over by the Vanderbilts, but two other important railroads are incident ally absorbed. The Lehigh Valley .and Erie systems are to be merged into the Reading, and the Reading with these acquisitions become the property of the Vanderbilts. . This assures the unification of an thracite coal mining and transportation interests. On this account atone the deal has tremendous consequences. In it, however, are other and even greater elements. By this - transaction practi cally every disturbing factor is removed from the anthracite situation.' All com petitive corporations have been brought into line. William K. Vanderbilt has directed this absorption deal." After Thompson in e row in tne republican camp in Lincoln grows hotter each day. First, D. E. Thompson appears in a statement in the papers and then F. M. Hall or ome other ' one on the opposition to Thompson. They have now arrived at the point where they say "put up or shut up." F. M. Hall has placed a cer tified check in the hands of the mayor wmcn he proposes to forfeit if he does not prove before a board of arbitration, all according to the statutes made and provided by the legislature of Nebraska, that what he has said about Thompson is true. Then Hall wants Thompson to agree that if he, Hall, proves his asser tions that Thompson will withdraw from the race as a candidate for senator. Dr. Winnett publishes that he has Hair certified check to the amount of f 1,000 wnich he will bold for - rive days and if the proposition made by Mail is not ac cepted, he will , return the money. Thompson is yet to be heard from on this proposition. So the merry war goes on. On one side is the ."big six," on the other Thompson and his friends. If they would take the advice of a populist we would , say; to them, "don't . worry your righteous souls." There is nothing in it for any of you. The 'fusionists will carry, the next legislature; W, V. Allen and some democrat will be elected to fill the two senatorial seats from Ne braska and the republicans will not ; be in it at all. De Fbakce. The Pawnee Chief, under editorial managemeat of U. hi. Williamson is a bright, brand - new democrat ic paper which has undertaken the task of redeeming Pawnee county from the blight of republicanism. It is a fact worthy of notice that in every county where any decided headway has been made against the party of trusts, gold standard find imperialism, there will be found a well edited democratic or popu list newspaper which began its labors for reform before the republican party was finally routed. Both Cass and Paw nee counties hate had weak democratic papers in the past, and have remained stubbornly in the republican colunan;but we may now expect something different with the new Plattsmouth Journal, by W. Reed Dunory, in Cass, and the Chief in Pawnee. ' . r At the last meetin' of the populist state central committee. Secretary Elon W. JNelson handed in his resignation,, to take effect immediately, stating hU rea sons therefor to be the fact that he has awepted the position of deputy librarian and that all positions under the supreme court should be divdrced from party pol itics. While no member of the commit tee interposed any objection to accept ing the resignation, because Mr. Nelson s reasons were, well founded, yet every member . felt that it will be a difficult matter to get another secretary who will have such complete mastery of all de tails as Mr. kelson had. With its usual implicit confidence in Chairman Edmis- ten, the committee left the selection of a secretary to him, and in a day or two ne cnose l4 rank u. Mary, chief clerk of the governor's office.
