FUTURE LAND POLICY.

school land records of the county treas

missioner of publio lands and buildings,
provided, If said cam missions Is unable

deputy or the county treasurer may,
upon bis direction, act In his stead, and

from day to day until all of said lands

will not rent for six per cent of its ap
praised value It will be rented for what

in north western counties estimate that
t he school lauds will bring an average
of f5 per section for grazing purposes
only, which would bring Into the school
fund f.S.'i.OOO per year from lands now
vacant.
It is desirable for the state
to make permanent leases of
its lands and to make them to
the occupants without the intervention
of any land speculator or rent scalper,
It is desirable also that the renter of
state Innds shall know that bin tenure
Is permanent, that reHt will not be
raised to an exorbitnnt figure upon him

and that no one else shall be able to bid
him nut, nf hi home. The only attack
opon the school land law of 1897 has
come from the holders of leases under
the old law who desired to purchase the
land at some time in the future. To
satisfy, so far as possible, that lease
holders without injury to the school
children's interests, the Reynolds bill
provides for making new leases to theee
Jwrsous without compensation. Section
16 roads as follows:
Section 10. The holders of lease con
tracts executed prior to July 0, 1817,
are hereby given the right, at the ex
piration of said contracts, to make
application for and receive new lease
contracts upon said lands, s provided
In the proceeding section; except, that
they will not be required to compete for
the contracts and the rate of rental will
he the same as stipulated in the old con
tract; provided, that all of the rental
due on the old contracts has been paid.
The future proportions of the perma
nent school fund of Nebraska may be
guagedfrom these figures:

Add to this 87.1,000,000 as the future
Value of the 1,022,000 acres of school
laud unsold, and the future endowment
of the common schools of this state
reaches over 18.1,000.000. One of the
strongest justifications of the policy of
keeping the lands is found In these fig
ures. With less thuii 14,000,000 of
permanent school funds now on hand

FALLING PRICES.
Falling prices have benefited croditors ,
at the expense of their debtors. This is
obviously unjust, and the extent of this
injustice may be measured from the
lact that in England at the present mo
ment 'oana on mortgages alone amount
to not less than 2,700,000,000. 1-et
us suppose that the fall In prices has
been only 40 per cent. It has been much
more but even at this rate the total loss
to debtars in Knglaud comes up to
1,800,000,000. It Is the same in other
