After reading the document and co gitating over the situation for a while tbey got Into a Committee room and sent for all the state officers, One bv one they testified. Governor Holeomb owned up to having drawn $37.80. Cornell had drawn no money for rail, road fare, Meserve had drawn none, Porter had drawn none, Wolfe owned up to having drawn $2, Jackson not a cent and Smytne had drawn $239.75, most of It for his expense to Wash ington to get the supreme court to modify the Injunction in the maxi mum rate case. Meserve made his statement In writ ing and wanted it u.ed among the permanent records of the state. It was an unique document. It is here printed in full: To our Honorable Committee: I understand that this investigation is for the purpose of putting the state officers upon record In regard to passes and while I deny that you have ny right to caJl an executive officer before you for this purpose I never did anything in my life but wfoat I was willing to go on record and state my position clearly upon, hence, I wish to offer the following as my entire answer upon this question: When I first came to Lincoln a railroad man came to me and wished to know what my policy would be to wards the railroads. I told him that I waa a populist, that the populist, party waa here to stay, that they were common carriers, that I expected to treat the railroads the same as I would treat any other business Inter est of the state, and I expected the asm treatment from them for popu lists and democrats that they gave republicans, that If they ran free trains for republicans they must run free trains for populists and demo, crats, thst If they carried campaign speskers for republicans they muni do the ssms fnr populists ami demo erst, that if they would wine out the whole pass system I would be glad of it, and they had It In their onw hands ml emtld do It, Proceeding upon that theory 1 have ecvepted puses from the railroad bs eatte I believe It to be rlrht as long as the present svtm obtained. Washibgton, Feb. II. ltcfrlgcraled beef of tbe classes known as embalmed was sent to and rejected by Oeneral Miles at Porto Kico. This was the cargo of the Manitoba, wblcb was thrown over board in New York harbor. It was con demned by a board of survey. 2. Tinned roast beef was declared to be unfit food for soldiers, sickening and nauseating. This statement was made by many officers immediately after the full of Santiago, and subsequently by nearly a thousand witnesses whose evl dence has been obtained by General Miles. 8. Tinned ronst beef was largely pre pared from beef of tbe poorest quality from which the nutrition bad been ab stracted for other commercial purposes by tbe beef packers. Tbe proof of tbls is to be bad by analysis of contents of specimen caus. 4. Canned meats were exported from this country and imported from En gland and Germany for food for the American army, Irrespective ofthenge of suc'i supplies. The proof of tbls will be made by tbe dates and n.arksonthe Imported goods and by the direct ad- mlHsions of the commissary department, o. Iieef was treated with deleterious chemicals in order that tbe pneksrs could nil contracts. The proof of this Is to be had on tbe testimony of Major Duly, Dr. Maxwell Christine, J Parnnn and eye witnesses of the promises at Omaha aud elsewhere. General Miles has In this statement the most important testl mouy, which be baa refused to divulge. I), llefrigsrated beet of an unwhole some quality by medication and other wise was furnished to the army under pretence of ex peri men t. Ihese are the "iilleiratlons which have been formulated for the busis ol proceeding by the court of inquiry which will meet hereon Wednesday, provided General Davis who is on the way from Cuba, arrives here by tbat day, tOlonel George 1J. Davis whs ensealed alt dtiy in the collection of evidence as to the character of tinned beef, as dmon- strated by experiments at the agricul tural department, the character of th Inspection by that department at the packing establishment, and the steps aken by Mieooiiimiesary department to provide proter food supplies for the army, ror the last named purpose, Colonel Davis bad a long conference this afternoon with Ihe officials of tbe com. miseary department. General Miles will probably be called on tbe first day, lie will be represented by counsel. General bagan will also be called and be will be represented by counsel. Ibe beet packers being Indirectly named In all of the allegations, will be summoned and it is understood they will be represented by counsel. Tbe rule of tbe court will be tbat whenever the testimony develops a name of a party accused in any grave matter that person will be summoned, aud will be allowed counsel, the rule having been laid down In the case of the court of Inquiry on the quartermaster's department at Fort Sill, ten years ago. The most Important evidence to be placed before tbe court of inquiry is tbat which has been collected by General Miles and wbicb is rapidly being put in to shape by Acting Inspector General Garliugton, who bas returned from New'0e dreaded disease that science has York, where be made Important discov eries as to tbe importations of canned meats. Tbe reason that bo received the appointment was as follows: After the fusion state officers were elected it was thoncut only iut and right that tbe free silver wing of tbe prohibition party, which bad rendered good service In tbe Hryau campaign, should be given one appointment at tbe state bouse, and the other state officers asked Mr. Cornell to make such appoint ment In his office. There I a state board whose duty It Is to make tbe assessment of tbe railroads for tbe purpose of taxation composed of the auditor, tbe governor and treasurer.
