are about to decide that conventions are
a useless adjunct to tho government of
political purtiusund cun bo omitted from
the progmniino altogether.
In tho future, if a plan submitted by
a committee appointed for that purpono
it adopted, candidates for political pre
ferment will bo nominated and plat
forms for tho guidiuieo of thoir party
will bo adopted by means of tho luiti
ative and referendum. At tho last meet
ing of tho Middle of tho Hoaders state
committee Sheridan Webster was ap
pointed chairman of this committee and
given power to select his confreres. Tho
duty of the committee, as outlined, was
to form a plan fur tho futuro govern
ment of tho Populist party hi Missouri.
Webster bus now finished writing his
report and recently submitted it to C.
J. Anderson, an ollloial of the stato
committee. As is nsual with Webster,
bo makes some radical suggestions and
wants tho initiative, referendum and
imperative mandate universally adopt
ed, ills idea is to form People's Party
clubs iu every congressional district,
county und township in tho statu, In
signing bis application every member
must agreo to be governed by tho rules
adopted for the futuro government of
tho party.
Suggestions for tho good of tho party
can be made by any member in good
standing on tho first day of each mouth,
and they will bo voted on 130 days later,
a majority vote to determine tho result,
a return of which shall bo made to tho
stato committee. A proposed change in
rules requires an application to tho stato
committeo of 10 per cent of tho club
members, when it will then bo sent to
tbe congressional district committee.
Ten per cent of tho members of the
clnb can also make an application to re
move a committeeman or u candidate
from tho state ticket. Webster's idea
is to first form a stato club. If ten
members from this club reside in one
congressional district, it shall bo their
duty to withdraw und form a district
club. The same numerical rule applies
to comities within the district and then
to townships within tho county. In
townships, however, only five members
are needed to form tho nucleus of a
club. Thus it cun be seen that the idea
is to govern tho party by means of
township clubs.
Each club can devise its own ways
and means for raising funds, but tho
members thereof must pay a per capita
tax to the county, congressional, statu
and national committees. Ouo cent a
month each is the tax for county, con
gressional and national committees,
while 2 cents must bo paid to tho state
committee. In all cases where tho aid
of a referendum vote is invoked only
thoso who havo paid their per capita
tax will bo permitted to exercise their
franchise.
Tho idea of the plan, as explained by
Mr. Aiidurson, is to do away with all
wire pulling in stato conventions, where
unscrupulous politicians can defy the
will of tho peoplo who havo elected
them as delegates to tho convention
with an implicit confidence in their in

world. More than one-half of the peo
plo live iu rented homes. Only about
oue-third of the families of this country
own homes free of incumbrance. All
tho rest are in the grasp of tho landlord
and the usurer. In going into the land

In the field end mfuo its work of mak
ing idle hands is seen. Tho small farm
er cannot afford to buy costly iiiucIimics.
Without them he cannot compete with
the largo farmer who uses them, and ho
becomes a renter, a laborer or a tramp.
Much is said of tho young men leaving
the farms and goiug to theoverurowded
cities. This is au evil which is greatly
deplored by many writers, but few of
them recognise that tho machliio is
largely responsible for it. The muchiiiti
has driven many small farmers out of
