Congress last year passed an act au thorizing the state laud board of Col orado to open the land for settlement, providing the slate would obtain the necessary capital to build an irrigation system, with reservoirs, to thoroughly reclaim the land. It was stipulated that the water should be sold at cost, in ten annual payments.
