The Joints At. has received many
words of commendation for the stand
it has taken in opposition to the plun
dering of the public treasury by the
C3i County Agricultural society. Not
a single person who has been spoken
to on the subject, aside from lhe offi
cers of the society has hid anything
but condemnation to offer for the out
rageous course of these oGictrs in de
ciding to hold a so-called fair tjiis year.
Yet, notwithstanding the fact that
practically everj 'taxpayer in thecounty
opposes such action, these gentlemen
are determined to go ahead with their
scheme. Not that the citizens of the
county and surrounding country may
be enlightened, educated and enter
tained by a display of the products and
resources of Css county not that the
county may be advertised and capital
induced to locate here, but merely that
between S700 and JS00 may Le taken
from the pockets of the taxpayers of
the county to ray off an indebtedness
which this society ha3 iucurred. They
don't claim that they are going to give
a show that is in any way superior to
that seen at any grocery store in the
county, and they don't expect anyone
to go to it any more than there is any
one who expects to o. But the law
says that each year a fair is held, the
association may draw from thecounty
treasury a sum of money, proportioned
according to the population of the
county, and it is in order to get hold of
this money that a pretense of a fair is
to be held. Was ever a more bare
faced treasury raid attempted any
where? Were the taxpayers of any
county ever more shamelessly bilked?
It is a wonder that the consciences of
the men who are engineering this
scheme will allow them to look in the
faces the taxpaysrs whose nmney the
are preparing to literally lilch.
But as the law is powerless to stop
. the raid, let the citizens of thecounty
see if the o:fi:ers of the society cannot
be shamed into abandoning their pro
ject. Let every reader of The Joe n
xal who opposes holding a fair this
year, write to The Journal, giving
his views on the subject. These will
be published and brought to the dire;t
attention of the officers, and it may be
that conscience will accomplish that
which the law m powerless to bring
about.
To prove that the Vandervoorts,
Barkers, et al , who tried to disrupt
the p-pu!i-t party at Omaha last week
are n-V.hing but republican henchmen
working in the pop party to aid their
misters, we only have to point out the
fact that this class of so called pops
fuse with the republicans in the south
aod. think it is all right; but bitterly
denounce the populist in the west for
uniting with the democrats and silver
republicans in the west where they, by
so doin have been able to drive fiom
place and power the most corrupt tran;
of office holders the country has ever
had to contend with. In the south,
aays the Crete Damosrat, these spies
unite with a party "whose principles
are, on every question, opposed to
those advocated by populists, while in
the west the main principles of the
three fuion parties are identical.
Tub is3ue of interest-bearing bonds
and the annexation of Hawaii by the
present republican federal administra
tion are certain to bring it to defeat
when it comes again before the people
for endorsement. These measures are
Intensely unpopular with the masses
and will not be forgotten when the
time comes for the people to express
their sen timenta.

Prisoners Dinner Hour Marked by a
Carinas Spectacle.
Among the varions nso3 to which
Mexico bus put bohio of Lcr olil monas
teries and convents is that of Nerving
fcr tho incarceration of violators cf the
law: Tlie Convcnto do Beleu at Mexico
City has become, in cnnnunn narlanco,
Deleui, the city jail and prison, accust-d
and c(nvicted persons, men, womea and
children alike bpinjr confined there in
different compartments. The building
was put np by the is'puuish governor in
lCSfi, a3 an inscription at the head of
the main stairway tells. A ca;.al visit
paid it by a reporter of The ilexkau
Herald reveals a condition of piis;.'n
management in Mexico worthy of pass
ing attention in the days of prisuu re
form associations and international pris
on conprreases.
Tho Herald said that Jielem had been
commonly spoken of as a second Black
Hole f Calcutta, buttho reporter found
that the prison was kept in a state ef
comparative cleanliness; not sr, how
aver, t he piiscucrs. Their condition he
d.-eribed asouaof disgusting filthincss.
Although there was a hydrant in every
cf'l and general bathing facilities in
etch compartment, tho reporter fonnd
only cue inmate either at bath or wiih
any indication of having bathed within
a year. It was explained to him by the
prison authorities that formerly the
regulations re;nired prisoners to bathe
daily, but that this was regarded as
such a hardship that tho sufferers man
a;nl to have it dccland a form of cnitl
and unusual punishment and so to have
the rule abrogated. Thero are in the
prison now 3,431 prisoners, of whou
.',!:::) ale men and 80 are miliars.
A curious feature found by the re
porter was the Spmii regard for the
arts, even withkt prison walls. Ho
found in the south wing the writers of
libel, "and tho cells n served for mu
sicians, artists and others cf the lino
arts." Itwould seem to bo a charicahlB
as wi ll as an inclnMvo provision, that
"and others" (besides artists) of the
fine arts. Tho musicians aro permitted,
apparently, U take their instruments fo
jail with them, much as mechanics tak"
into the prison workshop their own
tools tif trade. "The walls of tho mu
sicians' cells are decorated with timer
iuz musical instruments, and the re
porter was tcld that almost every eveu
ing thero was a conceit in one of the
p:.tics."
Men sometimes do in Mexico what in
this colder clime they content them-Sblvc-s
with wishing done, for the re
p: rter came upon one Adams, trnhr
se::tc::.-e of 20 years "for killing a wait
er at tho Club de la Onera because he
di.l not bring his dinner quick enough."
Adams has tho freedom of his galley.
There are iu each galley three trustui
who go about with clubs and pre servo
order, using the club "only when muiui
suasion will not do as well."
There were stoics among tho o7 men
condemned to death. One of these, n:i
df r sentenco for assassinating a m ui.
expressed his serene confidence as t his
future, but, "if .worit comes to wcr-t"
a shrug cf the shoulders an l palms
up. This man and some others un.ir r
death sentence had tho run of tho (.:;;-mandant'scf-ices,
notwithstanding th. v.
were on tho walls, serving as decora
tions, confiscated weapons of prisoners.
Oddly enough, as it would seem in this
country, though it wouldn't have 1 en
strango in tho Italy of Machiavelli.
there wasn't a gun among these. Iho
nearest to it was a bayonet, and the rest
were pcinards, scimiters, stilettos,
butcher knives, table knives, penknives,
and shoemakers' knives.
The dinner hour was marked ly a
curious Fpectacle. Tho street outside
the prison was filled with the "wive,
children, dogs, and other members cf
the prisoners' households." These
brought baskets cf edibles to the pri-e.n
f rs, some cf whom were permitted to
speak to their rt latives through a grat
ing. To tho convicts not permitted to
come to the grating, their relatives were
allowed to fend in notes accompanying
tho dinuer'baskets. This privilege had
given ri-e to a peculiar way of making
a few pennies among persons abl to
write "itinerant scribes who for a
cent or two wrota messages to tho pris
oners." One woman bade tho scribe to
put her message in red ink. She would
have ncuo of the "pnrpde stuff."
"Tell him," said she, "that I fiend
him two littlo tamales and tell him
that la perrita died yesterday."
Saya the reporter, "And tho scribe,
leaning tinder tho shade cf hia umbrel
la, sitting on a rock, with his bottle cf
red ink on another reck beside him.
worked away assiduously, with an ety
mology all hi3 own, beginning para
graphs with lower case letters and put
ting in caps in the most unexpected
places, so that it would take an Igna
