WHY THE COMMERCIAL DISTRESS ?

To the Editor: Will you please Inform me
through the columns of your paper of the causes
of the commercial crisis of 1893 f
There were many causes, though
mercenaries, for political and personal
reasons, sought to ascribe it to a single
cause. The people who profited by
protection clamorously claim that dread
of impending tariff reductions checked
business, lessened employment, and
caused distress. The capitalists, who
profit by the enhancement of the value
of money, ascribe all commercial ills to
the alleged distrust of the people in the
security of our monetary standard so
loun as the purchase clause of the Sher
man law was in operation. There may
have been a slight modicum of truth in
the first explanation. There was none
in the st cond.
The Times holds the cause of the
commercial depression more deeply
rooted than is indicated ly either of
these explanations. The country has
passed through a decade of heavy
peculation. The reckless extension of
western railroads undertaken for the
profit of directors interested in con
struction companies created fictitious
values in the west and fostered
"booms."' People bought laud on credit
and have the laud and the debt now on
their hands. Commercial enterprises
were smarted in the boom towns, also
on credit. With the enormous expan
sion of credit came the virtual demone
tization of silver, and the debtors soon
found themselves compelled to pay
their debts in a medium of gradually
increasing cost to them. The dollar
which they borrowed procured them a
certain quality of commodities, and to
get a dollar to pay back they have to
produce nearly double that quantity of
merchantable goods. Many failed and
some money-lending people of the east
suddenly found themslves bereft of
their incomes. Others struggled man
fully along with their load of debt, but
to keep their heads above water were
forced to cut off all expenditures not
absolutely necessary to the support ef
life. Thus east and west began the
stagnation of trade with wide-spread
penury entails. When to this great
primal cause are added the uncertainty
which a dilatory treatment of tariff
changes creates and the trottlinc of
new enterprises due to the bank panic,
artfully instigated by New York bank
ers, the causes for the prolonged com
mercial depression from which the
country is but slowly and painfully
emerging seem sufficiently described.
TO GET IT l-ASSEl).
In a letter to one of his constituents,
Senator Voorhees explains that iu
committee he fought hard against any
duties at all on sugar, iron or coal, but
when it was demonstrated in a full
three days' hard-working caucus that a
bill with those three articles absolutely
on the free list could no more pass the
senate than a ship of lead could navi
gate the ocean, he came to the conclu
sion that it was better to secure the
immense reductions which were guar
anteed in the bill as afterward pre
sented and then continue to light for
further progress and reform hereafter
No fault lies in his choice of alterna
tives. If he did the best he could to
bring the measure into harmony with
the democratic platform, the western
democracy could ask no more.
But eomebody is responsible for the
laxity of rules which puts a more potent
weapon than argument into the hands
of the "conservatives." Somebody
might have punched the wind out of
that puffed-up fraud called senatorial
courtesy.
The chairman of the finance com
tmttee has been engrossed in the
preparation of a tariff bill. But
preparation does not count without pas
sage. Why did not the democratic
leaders in the senate clear the way?
There was once a man who built a
boat in his house and then could not
get the boat out without tearing down
the house. Senator Voorhees and his
colleagues have built their boat.
TKOl'ULK EVERYWHERE.
Ours is not the only government that
is having financial troubles this year.
According to recently published re
ports the revenues of Germany and
Great Britain have fallen off con
siderably and their expenditures have
gone on increasing just the tame as
when times were prosperous.
Great Britain anticipates a deficit
this year of over 520,000,000 and Ger
many one of nearly $10,000,000. Ad
ditional taxes are to be levied as a re
sult in both countries and in England
an increase in the income tax is con
templated. Last year seems to have been a bad
one in public finances the world over.
Almost every government suffered, and
the effects will be felt by some of them
for several years to come.
Gold-grabbing, tariffs, armies and
bigironclads and ill-judged speculation
are straining the energies of the world.

8TAND FOR SILVER.
It is pretty well understood among
people cognizant with the present tem
per of the people of the south that un
less the democratic party can shake off ;
the burden of Cleveland's gold-bug
policy several southern Btates will be j
lost to the democracy in the coming
congressional elections. In that sec
tion the votes lost by the democrats
will go almost in a body to the populists,
but in the north and west, where the
revolt against Clevelandism is almost
equally pronounced, the republican
party will profit.
What are the democrats at Washing
ton doing to meet this situation? The
attempt to pass the seigniorage bill
over the president's veto was a step in
the right direction, manfully taken.
It was supported by over two-thirds of
the democrats in the house. The
recalcitrants were the ring of bogus
democrats from New England, New
York and New Jersey and the awkward
squad from Wisconsiu who march at
command of Boss Wall, who in turn is
under the thumb of the millionaire
senators, Payne and Mitchell.
But repudiation of Cleveland cn the
seigniorage issue is not enough to re
lieve the party of responsibility for his
Wall street policy. A cuckoo congress
man is about to bring an administra
tion bill into the house by which the
president will graciously concede to the
house the right to coin the seigniorage
in exchange for permission to issue
more bonds. Vote it down. Let us
have no more bond issues with the con
sent of the democracy. If the presi
dent is desirous of feeding more fat to
his friends in Wall street let him act
without the law as he did before.
There should be no further silver
legislation by this congress except the
passage of a bill for the free coinage of
silver at the 16-to-l ratio. Of course
it will be vetoed, but the people will
then place responsibility where it be
longs. Compromise measures are idle.
Like that Boston international bi
metallist movement, they will only
tend to split the forces of the true bi
metallism It is better that the demo
crats in congress aim straight at the
bull's-eye, and if the president inter
pose his bulky carcass it will be he who
will suffer.
THE DA ETON (.AMI.
The semi-annual massacre of the
members of the notorious Dalton gang
of cut-throats and highwaymen was
celebrated with the usual eclat last
week, this time near Ingalls, in Okla
homa territory. While reports from
the scene of the festivities are rather
meager, it is quite certain that three of t
the Dalton gang were fatally wounded
and two of the oliicers were killed.
This is not the usual generous showing,
but the comparatively small mortality
is no doubt due to the fact that this is
an off year. Possibly, however, it may
be that the correspondents on the scene
are less murderous than heretofore.
Time was when they scorned to send
any report of the exciting proceedings
unless the working majority of the
Daltons was cold in death and an entire
sheriff's posse full of lead bullets.
Statisticians who have kept their eye
on the carter of this desperate western
crew of despeiados hold that according
to the records at least 1G4 Daltons have
been killed outright, 227 fatally
wounded and 963 slightly wounded, all
in the brief space of three years. The
semi-annual holocausts have been held
in every state and territory west of the
Mississippi river during that time and
the deputies of every sheriff in every
county in those states have at one
period or another faced the desperados
in mortal combat. The extent of the
Dalton fatalities have prevented any
manager from attempting to present a
truthful stage picture of the career of
the gang, as too large a company would
be required for its adequate perform
ance. This is the one bright spot in
the carnival of rapine and murder.
The next capture of the gang is booked
for October.
Arbitration would 'seem in a fair
way to bring about a settlement of the
strike upon the Great Northern rail
way. If that happy consummation is
arrived at, and it looks altogether
probable that it may be, it will be of
greater influence in preventing disas
trous labor troubles for the future than
all the injunctions the courts of the
world ever issued. Once arbitration
becomes the usual recourse of disagree
ing employers and employes industry's
wheels need never stop pending the
settlement of a dispute.

The "current topic" club was in ses
sion at the usual resort, and the issues
of the day national, state and muni
cipal had been discussed, debated and
settled when the topic of conversation
turned to the chirography of great
men. "lawyers." said the member
who had the Moor, "as a rule are darn
poor writers. I remember that some
years ago while looking over the docket
of the justice of the peace of Hock
Bluffs precinct, I found an entry
which read about as follows:
"Smith vs. Jones .lames K. Morrison, at
torney for plaintiff, submitted a motion of some J
sort in writing, which I'll be If 1 or any
one else can read."
