During August the Commissioners were busy with the completion of the budget and setting of the levy for the year 1939, in addition to their regular duties. In the adoption of the budget. every governing factor, every pos sible source of revenue and every feasible reduction in expenditures was considered, in order to hold the direct tax levy to the lowest pos sible figure. After lengthy conside ration the budget was set and the Commissioners acting as a Board of Equalization, set the mill levy at 4.40 mills. The County Clerk was instructed to publish a call for Bridge Bids to be filed on or before noon, Septem ber 19, and opened at 2:00 p. m. that day. Light overcoats were to be seen in the early morning procession of workers and business men and clerks, while in many of the business and apartment houses the heat was turned on to accommodate the resi dents. It was the chilliest day of the fall and while a very sudden drop brought a welcome relief from the extreme heat that for several weeks made it uncomfortable.
