Two elk heads and two black beaver skins will be presented to King George VI by P. Ashley Cooper, governor of the Hudson's Bay Com pany when His Majesty comes to Winnipeg in May. It is the rent stipulated in the royal charter grant ed the company of "Gentlemen Ad City Council Has Busy Time Monday Night Appoint Election Eoards, Hear Appli cations for Licenses and Discuss Best Boom Proposal. The city council had a busy ses sion Monday, March 27th at which a wide range of business, for the city was brought forth to be discussed and acted upon. All of the members were in attendance at the meeting. Secretary John Svoboda of the fire department transmitted the names of Ray Wiysel and V. F. Kelley as mem bers of the fire department and which were confirmed. A communication was received from the state liquor commission relative to the application for liquor license of Fred Herbster for the coming year. The matter was re ferred to the license committee and the recommendation made that Mr. Herbster be allowed the license for another year. A communication was received ask ing support for L. B. 227, a proposed law that would make mandatory the submission by cities and counties of their bond issues to the state board of land and buildings for purchase if they desired. This bill has been opposed by the League of Nebraska Municipalities, as it would prevent cities from securing the best possible sales for their bonds. Carl J. Schneider of the fire de partment, was present and stated that the department had the oppor tunity of holding a fire inspection day, sponsored under the auspices of the., National Fire Inspectors asso ciation. They would send free to the city or the fire department, a staff of from twenty to twenty-five inspec tors, who would check the business houses, stores, churches, homes and schools, make their observations and which would be left with the owners for their personal information. Stu dents of the schools would be con tacted for the purpose of personal reports from the homes as to fire hazards. This date would be Thurs day, April 20th. Mayor Lushinsk.v warmly praised the work and it was voted to have this date as fire inspec tion day in the city. Councilman Webb reported that a conference of the city council com mittee and that of the Chamber of Commere and Junior Chamber, rel ative to the sale of the Perkins House, has resulted in the decision not to sell the building at this time. . Chairman Tippens of the streets, alleys and bridges committee report ed that street work was being clear ed up and that the maintaining force had been working in the south oart of the city for several days. Chairman Fred II. Vincent report ed that eight applications had been received for beer licenses from Henry Timm. 525 Main street; Edward Donat, 402 Main street; R. W Was ley. 546 Main street; B. C. Colin. 602 Vine street; Phillip Huffman. 447 ROYAL RENT venturers"' by King Charles H in 1670. By that charter the company was given sole rights to trade and commerce within the lands draining into the Hudson Bay and the tri bute exalted for this privilege is two elk heads and two black beaver skins to be paid to His Majesty, his Main street; Emil Ptak, 110 South 6th street; George Conis, 441 J&ain street; Carl Chriswisser, 712 Chi cago avenue. All of the licenses are for on and oft sales of beer. The ap plications were received and referred back to the committee for investi gation, advertising and setting the date for hearing. Chairman" Comstock of the light ing committee reported that the eable that supplied the electric cur rent for the electroliers on the north Bide of Main street from Seventh west had been worn out and it was necessary to have this replaced. This had been placed in a new conduit and vas in the best of shape and cost I6S.10 for the material and labor. On the suggestion of Councilman Comstock the hump at Chicago ave nue and Ninth street will be remedied as the new sewer is put in and the sidewalks replaced along the street. The members then took a short adjournment to select the names of the judges and clerks ofc election for the city election on Tuesday, April 4th, the following being recommend ed by the councilmen and confirmed: First ward Judges, Val Burkel, W. The council passed a large group of street work orders for the various wards and among these was the re moval of a tile at Cass street and near Lincoln avenue which has been in need of replacement for some time. Discuss Best Boom Vincent Kelley, president of the Junior Chamber of Commerce, was present at the meeting with a com mittee from the organization, pre senting for the consideration of the council the matter of a municipal rest room. The group reported that they hud discussed the matter and secured plans and blue prints of a structure that would be placed under ground and the tentative location be oh South Fifth street near the alley. The plans called for a structure 11 feet deep and ten feet wide and with storage room 17x10 also. Entrance would be similar to that of subways from the surface, these entrances to be some seven feet high. The cost of this would be $5,400, it was esti mated and that as a WPA project it would requtire $1,350 pledged from the city or other sponsoring body, for material and costs to se cure the government grant. Mr. Kel ley gave a very clear and concise pre sentation of the matter and which was followed with the greatest in terest. . Mayor Lushinsky congratulated the Junior Chamber on their fine work and interest iu community affairs and heirs or successor, whenever they visit the domain of the company. The historic rent was paid only once be fore in 269 years since the charter was granted. That was on the oc casion of the visit of the Prince of Wales, now H. B. H. The Duke of Windsor, to Winnipeg in 1927. assured them due consideration would be given the plan, altho its financing by the city under the present budget setup was doubtful. He also called attention to the fact that a sewerage disposal plant and system woulo probably be necessary in the next few years and this would mean a great deal of expense. The matter of financing was dis cussed at some length by the coun cil and the Chamber committee, all of the councilmen being decidedly in favor of the rest room proposition, but not able to agree on the financing oi me proposition. M Mayor Lushinsky explained the budget and levy that is used and which has in recent years cut' down the bonded debt of the city. This year $13,000 in principal would be retired and it was necessary to pay off some $11,000 interest. In 1940 the mayor pointed out that $35,000 iu bonds should be retired. Councilman- Webb thought that the city might be able to put in some $500 to $600 into the plan from various savings in other departments, provided the remainder of the spon sor share could be raised by activities and subscriptions from the public by the Junior Chamber of Commerce. It was the decision to have the matter studied and see if not pos sible to work out some definite plan to raise the money and put over this much needed rest room. Mrs. Redd has not been in very good health for some time and since the operation she has felt much better and is rapidly showing signs of im provement. The many friends of Mrs. Redd are glad to know that she has been able to return home and hope that she may soon be able to resume her activities. When King George VI comes to Winnipeg in May he will collect the rent, . . . two elk head and two black beaver skins. . . for lands and trading privileges grant ed by royal charter 269 years ago to a company of one hundred "gentle men adventurers" now known and trading under the name of the Hud son's Bay Co. The ceremony of pay ing the royal rent will be quite an historic event. It was witnessed only once before. That was in 1927 when the Prince of Wales, now H. R. II. The Duke of Windsor, visited Winnipeg 'during a tour of Canada. The setting for the ceremony, one of the highlights of the program for Winnipeg Royal Welcome Week, May 20-27, will be in the shadows of an old stone gate. This is known as the old Fort Garry gate, all that now remains of the old fort that stood at the confluence of the Red and Assini boine rivers in the days when the interepid early settlers manned the walls to defend the fort against In dians. It was on May .2, 1670 that the then reigning British sovereign, Kin.? Charles the II put his hand and seal to a document, which in the quaint written English of the day "granted to the Governor and Company of Ad venturers of England trading into the Hudson's Bay, sole Trade and Com merce of all those Seas Streightes Bayes Rivers Lakes Creekes and Soundes in whatsoever Latitude they shall bee that lie within the entrance of the Streightes commonly called Hudsons Streightes. . . Both elk and beaver which will be offered as royal rent are choice speci mens, The beavers are gleaming dark, the pick of 16,000 skins in the comp any's auction rooms. The elk heads are mounted on massive oaken shields from which the antelers spread for 10 feet. Their total weight is some thing over 200 pounds. They will be presented by P. Ashley Cooper, gov ernor of the company. A silver plate beneath each elk head bears the following inscription: "Yielded and paid to His Maj esty King George the Sixth by the Governor and Company of Adventurers of England trading into Hudson's Bay under the terms of their charter granted by King Charles the Second to their first Governor Prince Rup ert, 2nd, May, 1670 Winnipeg, Canada, 21 th May, 1939."
