COBB T"OWN in the foothills of the Tennessee mountains there once resided n gentleman whose claims to distinction lay in three thirds his appetite, his capacity and his digestion. In hope of testing his storage KB facilities a group of neighbors formed a pool, each contributing half a dollar. The entire amount was invested in cove oysters and then the champion was invited to come to the general store on an appointed afternoon and show what he could do. Disdaining to use tools he swallowed down the provided bivalves, juice and all, from the container. In half an hour the supply on the shelves of the store had vanished and still the marvel showed no evi dences of being satiated. Then he remarked: "Wall, since there den't 'pear to bo no more eatin' goin' on I reckon I'd better be puttm' out for home it's on toward supper tirr.c." Two of the contributors to the purse drifted out upon the porch to vafch bis slouching figure vanish in the dusk. "By firm control and careful, un biased administration, this can be made one of the outstanding prisons in the United States," stated John-II. Cranor, penal expert, in the sum - m.T.-v of ilio c;f:it nnitent iarv for the survey of social resources. Mr. Cranor made bin survey of the peni tentiary and the reformatory several months ago, but it was not released for publication until Thursday. This section of the survey, the final sec tion to be released, isToncerned with the adult offender and covers the state penitentiary, reformatory for ,men, women's reformatory and county jails of Nebraska. Mr. Cranor was formerly superintendent of the noted; reformatory for men at Huntington. The survey reports that comments 0:1 the tej system for feeding pris oners is a vicious one. The reason given is that everything above actual fooel cost liny be cemverteil into profit. Sheriffs are allowed 75 cents per day for boarding prisoners in jails, with an average of less than 50 prisoners per day. The day's menu given as example for one jail visited was: Coffee, corn Hakes and milk for breakfast; boiled potatoes, bread and butter anel coffee for dinner; and for the evening meal, prunes aud dried corn. The survey comniiitee reeom- mends abolition of the fee system for county jails. Many county jaiis are insanitary and prisoners are kept in idleness. "Idleness provides further schooling or immorality and crime." The sur vey suggests "that there be establish ed a system of suite penal arms which would offer ejpnortunity for produc tive labor, training and ILo in the open. Informed persons have alsei said that certain of the camps used during the recent transient program would, with little cost -to the state, be made available for such a purpose. A proper use of the probation yystem would also reduce the need fer the county jail as a plate of punishment. ATTEND IIISHIONAEY MEETING Fiuin Ki-m.-iy's luiily , Mrs. Pete Carr, Mrs. D. S. Devoe.
