PLATTSMOUTH SEHI - WEEKLY -JOUENAL PAGE TEHEE ANALYZING THE WATER RESOURCES OF STATE State Engineer Tilley, chairman of the state planning board, met with several members of the board Mon day and discussed consideration of the water resources committee. Due to lack of quorum it was necessary to adjourn the meeting until Tuesday. In addition to the chairman, the state planning board comprises A. L. Burnham, Scottsbluff; W. W. Burr, dean of the state agricultural col lege; G. E. Condra, university con servation and soil survey; John A Rine, Omaha attorney; Harry G. Smith, editor Hastings Tribune; Carl II. Swanson, Culbertson; O. O. Tracy, Norfolk, and F. E. Ziegenbein, Ne braska City. The board' water resources com mittee has a report In the form of an elaborate survey of water sheds and streams in the state. This the beard will consider and analyze and give out for publication within a short time. The report was compiled mostly through payment of federal funds for labor. Chairman Tilley hopes to have it printed in book form as it is considered of great import ance. He said he also hopes to have the. water survey continued and new data added when necessary. Its blazing scarlet leaves, backed by brilliant green leaves, herald the festivities of the holiday season. We see it reproduced on gift wrappings, magazine covers, and paper imitations, but the most glorious of all is the plant itself. Although we speak of it as a flower, it is really a shrub, and a member of the huge euphorbia family which numbers almost a thousand varieties. The bright colored cluster is not a blossom, but a grouping of leaves which contrast in size and color, but not in shape, with those of the rest of the plant. If you will examine the two closely you will see how iden tical they are. ! The poinsettia is native to Mexico where it grows wild in tropical cli mates: Although our greenhouse; flower is only half the the size of the ! original, it lacks nothing in beauty. It has, in fact, many superior qual ities, including a more delicate and shapely leaf. Because it is a tropical plant you should avoid drafts or overnight cold periods to keep it healthj-. Extremes of temperature will cause the red leaves to turn yellow, and continued cold will make them unsightly in a short time. They also like a humid! room, which is why the kitchen is recommended for night time. A tem perature of 65 degrees at night, and ten degrees -winner for the daytime is satisfactory. They .need a con tinuous supply of moisture. The poinsettia is one of the loveliest Christmas gifts when sup plied in a gayly colored pot, and tied with a ribbon and a Eprig of holly. It supplies the n.ed for a gift which is inexpensive, and at the same time luxurious. There is no need to worry whether an additional poinsettia plant is given, for at Christmas time several can be used to advantage, and they will provide a holiday at mosphere which no amount of colored crepe paper can give. The colored cluster leaves from the poinsettia is sometimes used on an evening or dinner gown. It is beau tiful for this purpose, although its keeping qualities are very limited, and it is a gamble to depend upon it lasting a full evening or afternoon. The govern ment urged the supreme court to give a speedy ruling on constitutionality of that part of the social security act levying a tax on employers for the benefit of the jobless. In a peti tion filed with the high tribunal, I Solicitor General Reed urged it to review a case filed by George P. Davis of Boston, a stockholder in the Bos ton and Maine railroad, who sought I to prevent the carrier from paying the assessment. This is the first litigation involv- ing the federal security program to come before the supreme court. The Massachusetts federal district court upheld the legislation and dismissed Davis complaint. Both Davis and the government have asked the supreme court to pass on the controversy without waiting for a customary ruling by the cir cuit court of appeals. If you . wish to avoid eclds and other winter ailments do not let your home become overheated. This is the advice of Dr. Shirley W. Wynne, former health commis sioner of New York City, whose bro chure entitled "Temperature Control is Health Insurance" was published recently by the Temperature Re search Foundation of Kelvinator Corporation. "The average American home is badly in need of a controlled atmos phere, especially during the winter months," says Dr. Wynne. "The for eigner visiting this country from lands where the heating of houses is less highly developed often com: plains of the stuffy atmosphere of the American home. Frequently there is good cause for his complaint, as the practice of ventilation does not al ways keep pace with the art of rais ing steam. "Particularly is this true in the city apartment, where the tenant naturally desires an unfailing supply of heat and is likely to accept, all that the radiators will give off, with out thought of what is best for his general state of health. The evil ef fects of this tendency to keep the tem perature at too high a level are in tensified by the dryness of indoor air induced by usual heating methods The combination of excessive heat, and abnormally dry air, jnay work havoc. It dries the skin and mucous membranes, often causing throat ir ritation and so predisposes to colds and respiratory infections." Other unhealthy conditions men tioned by Dr. Wynne as resulting from the overheating of homes in clude: ' Increased flow of blood; in creased 'heartbeat; increased respir ation; decreased vasomotor tone; swelling of the bony structures of the nares; increased pulse beat; in creased evaporation; increased body and skin temperatures; increased metabolism; general lassitude and dizziness. "If a healthy person feels chilly in a room at 68 degrees Fahrenheit, it may be that the air is too dry," Dr. Wynne continues. "For our health's sake, Ave should avoid 'hothouse' tem peratures in our homes. A temper ature close to GS degrees Fahrenheit is best for our well-being, but it must contain the proper degree of moisture; that is, between 40 and 50 per cent relative humidity. An in telligent amateur effort to meet this need for adding moisture to over heated houses, is seen in the placing of uncovered dishes of water on radiators or in the path of the elec tric fan; or having watered plants about the room. But these efforts are inadequate when compared with the results of installing modern air con ditioning equipment. "During the cold dry weather gen erally experienced in most sections of the country in the winter, air con ditioning is needed to properly moisten, filter and circulate as well as warm the air. In those parts of the country where the winter is char acterized by dampness at more mod erate temperatures, there is an equal ly important job for air condition ing." - . . . " Mm. Www V.
