c My conception of the Unicameral Legislature is that
it should function as a Non-Partisan Board of Directors
for the State of Nebraska, meeting every two years, or
oftener, as the needs may be, for the purpose of plan
ning and arranging the fiscal affairs of the State, check
ing up on the operation of the various activities of State
Departments, and passing only such laws as are deemed
absolutely essential.
c It is a conceded fact that our State Government is top
heavy with Bureaus and Commissions and that our
Statutes are now overloaded. I favor fewer and better
laws, curtailment of State Activities in the various de
partments, strict economy and the elimination of the
side-show feature of our legislative sessions.
