Three Days With No Beer. Such has been the condition of Weeping Water, for on account of the neglect of someone to secure and keep on hand applications for license for the sale of beer. When licenses expired which was last week, and blanks were looked for to make ap plication to the state at Lincoln none could be found so they were ordered and were delayed in coming and there was no sale of beer allowed until the license could be renewed. Appli cation for license had to be made and returned to Lincoln after wnich the license had to be forwarded to Weeping Water. During the time many had their tongues hanging out and nothing to stop the thirst. How ever many made nightly trips to Man- ley where there was plenty of Fal staff and other brands for sale. The next time it is said there will be no such mistake. Ten million mope for river de velopment Insures new contracts and a navigable channel to Sioux City within the coming two years. City Council Has Large Array of Legislation From Biver Improvement to Street Landscaping:, Civic Body Holds Threo Hour Session, From Tuesday's Daily. The city council at their session last evening devoteii some three hours to the discussion of a wide range of subjects that covered all that could be brought before the body, river dockage, landscaping of the streets, longer hours for liquor dealers, more beer licenses and an injunction, not to mention the routine monthly reports of city of ficers. The river improvement committee of the Chamber of Commerce present ed a communication in which they asked that the city council take up the matter of preparing of dockage and wharfs along the river for the time when the river is open to navi gation Mr. T. H. Pollock of the com mittee was presented and stated that the government had promised .that in two years the Missouri river would be navigable to Sioux City, that river navigation offered lower rates on freight, lowering the cost of coal to the residents of the mid-west and also a lower rate for the west's grain as it was sent to market. To take ad vantage of this it was necessary to have docks and wharfs and for this purpose the committee desired the city to request federal funds for this project. The river improvement committee also had a communication asking.that the city secure, federal funds to aid in the extension of the sewer system east of this city along the river bot toms. Mr. George Hetrick was pres ent and told of the present condi tion and the need for a change in the sewers that would permit all three to . be carried to the river in the shortest way and for which land would be donated. This was referred to a committee composed of Bestor. Rebal and Tippens for action. A petition was presented from the J. H. McMaken Co., asking permis sion to erect a fireproof building on lots 10 and 11, in block 35 of the original town. This was referred to the parks and improvement commit tee. A communication was received from H. J. Donat and Fred H. Sharp nack, asking that the"presentthours of operation of liquor stores be changed from 8 a. m. to 8 p. m. on all nights except Wednesday and all nights except Wednesday and Sat Saturday, to 8 a. m. to 10 p. m. on urday when they be allowed to re mainopen until midnight. Also to sell mixers and accessories. This was referred to the judiciary and license committee. Mayor Lushinsky stated that the ordinance had set forth the hours and he thought that these should be adhered to but the matter was one for the entire council to act on. Attorney Harry L. Palmer, for mer candidate for supreme court Jus tice, presented a communication to the city council1 relating his exper ience in driving along South Sixth street where the roadway has been washed by overflows from a water tank, the attorney explaining how easily an accident might bring dam ages to the city. The matter of the sanitary sewer on North 8th street was brought up and was that a dirty mess this is a private line of sewer placed in service several years ago and which has given the residents of that sec tioi of the city much trouble in the last several months and is again stop ped up and making it tough on the residents there. As several of the councllmen pointed out, the sewer was inadequate for the load it car ried as many have been hooked on since the sewer was first placed in service. It was decided to have the matter placed in the hands of the city attorney to get in touch with the parties owning the sewer and trying to get an agreement to have it fixed. Councilman Tippens of the streets, alleys and bridges committee, report ed that all heavy repair work had been completed by the street depart ment. Mr. Tippens reported that complaint had been received as to the parking on South 5th from Main street to the alleyway and which made it impossible to get in and out of places of business. It was suggest ed that the rule of parking on only one side of the street be allowed in that narrow congested district. This was adopted and one side parking or dered. Councilman Schutz of the parks and improvement committee stated that Mr. A. L. Tidd of the Platts mouth Garden club had a communi cation as to the beautifying of the city streets and which he desired to have heard. Mayor Lushinsky stated that he had also a communication from the Chamber of Commerce ask ing co-operation in a city planning commission and to which he named Councilman Schutz. Mayor Lushinsky then invited Mr Tidd to discuss his plan of having the city secure PWA aid In the plant ing of trees and shrubs along the streets of the city, along the avenues and residential districts. Mr. Tidd had prepared bis ideas in a very clear form and ready as a project to be presented to the PWA engineers for their consideration and action. This work would be a lasting improvement to the city and also take care of classes of labor that otherwise might not be employed. It was moved that this be made project No. 1 for the city and to present to the PWA. On the vote Bestor, Tippens, Seiver, Puis, Rezal, Schutz voted aye, Pal mer and Brittain, no, and Webb pass ed. On motion of Councilman Schutz a communication was passed asking that the board of county commission ers be asked tgj plant shrubs and landscape on their part of Chicago avenue where the city will place tfteir landscaping. An old issue bobbed up in the meet ing when Councilman Schutz moved that James Holy be given permission to landscape the street near his home in the west part of the city. This was ordered done under the super vision of the parks and improvement committee of the council. Mayor Lushinsky announced that just a short time prior to the council meeting he had been served with a temporary restraining order to stop the ' sale of thatdld livery barn on Main street near Seventh, this order being secured by John Bauer, the owner of the property prior to the tax title purchase by the city. The answer day is September 7th. Mr. Bauer is represented by the firm of Hotz & Hotz of Omaha. The city will prepare to oppose the injunction and secure special counsel if necessary to protect the city interest. Chairman Palmer of the lighting committee reported that the police light would be placed on the Elks building as the pole where it is now located is soon to be moved. Chairman Seiver of the police com mittee reported that prices had been received on license plates to be is sued to those truckers that had paid their city occupation tax. There will be fifty of these ordered and given out as the licenses are paid. Councilman Bestor stated that the matter of the Sixth street paving would be again taken up by the city and the committee would visit Lin coln this week to place the matter before the proper officials to try and secure state and federal aid on the two blocks. It was voted that the committee be allowed five cents a mile for their expense in making the trip to Lincoln. Ordinance No. 719 was then taken up, an ordinance providing for the sale of property purchased by the city at tax sales and for the disposal to parties that might wish to buy at private sale.
