Editor's Note: Following is the fourth of a series of five articles by different writers, each covering a ten year period in the history of the Plattsmouth Public Library. This one covers the years 1915-25. By VERNA LEONARD The heritage that Andrew Carnegie has left to the world In the way of libraries is one that will enshrine his name as one of the nation's bene factors and nowhere has his gift been more helpful to the uplifting of the community than in Plattsmouth. The building committee considered many locations, but finally the one that met with the greatest approval of the Library Board and city coun cil, as well as popular approbation, was. what wa3 then known as the Muram property corner of 4th and Vine streets; tailing into consider ation safety for the children, central, and contributing to the civic center; near the county court house, city hall and pest office. In September. 1915. the sum of 12,934.46 was paid for this property, on which was a house in fairly good condition, the house was sold, there by providing funds for present needs. Fisk and Meginnus of Lincoln were selected as architects, plans and specifications were submitted, subject to the approval of the city council and Carnegie corporation. This was a busy time for the board of directors, members at this time were A. L. Tidd, president; Miss Bar bara Gering, secretary; Jame3 Rob ertson, Miss Verna Leonard, Messrs. E. II. Wescott, C. C. Farmele, D. O. Dwycr, E. C. Hill and W. G. Brooks, superintendent of schools. Extra meetings were called. Miss Carlotte Templeton, secretary State Library Commission attended many of these occasions, her suggestions were most helpful. Bids were advertised for building and were awarded to Messrs. Peters and Richards in the sum of $10,470 for the building and to Warga and Gchuldice were awarded the contract for plumbing, heating and lighting all subject to the approval of Car negie Corporation. V"ork at once began on the build ing and progressed rapidly, each day saw some new achievement. Mr. Tidd, chairman of the building committee, was untiring in his Interest, he gave his time and ability to see that every detail was carried out to the best advantage, the present library build ing owes much to Mr. Tidd's super vision. On April 20th, 1916 the corner stone was laid with appropriate cere mony, and a large crowd gathered with the school children and library board to witness the lowering of the stone into place on the northeast cor ner facing 4th street. Mr. Tidd had placed a number of documents of his torical interest in the receptacle. At a special meeting of the library board October 13, 1916, an inspection of the building was made and after a few minor suggestions with the sanc tion of the architects the building was formally accepted. The matter of disposing of the old library building now came up for consideration, the first bids to be advertised for the sale were rejected, as not sufficient, so bids were again advertised, at a special meeting, De cember 7th 1916, one bid, only hav ing been received, that of John V. Hatt for the sum of $1,302, this was accepted, and the following resolu tion was offered by Mr. E. II. Wes cott: "EE IT RESOLVED: That the south 71 feet of Lot 12 in Block 18, in the City of Plattsmouth, Cass County, Nebraska be sold to John V. Hatt for the sum cf $1,302. he being the highest bidder." While the new building was under construction no time wa3 lost in work at the old building. Library hours were forgotten and from early morning books were mended, cleaned, waxed and made to look as well as possible for their new homo. When moving time arrived, October, 1916, Miss Templehjn, secretary State Li brary Commission, came for several days and under her supervision and assistance our 4,2 06 books were moved and shelved; thi3 number. however, did not include the D. II Wheeler (estate) gift of a very ex ceptional art collection of books and magazines for which the sons of Mr. Wheeler, in honor of their parents had a case made. November 1st, 1916, an all day "Open House" was held where a stream of visitors were inspecting the building, many coming from out of town; in the afternoon Miss Hazel j Dovey, one of the teachers fn the public schools had charge of the story hour for the first three grade school children; in the evening the formal dedication program was held in the auditorium, Miss Templeton, Mr. Wyer (state librarian) and Mrs. E. H. Wescott were on the program. Al3o at this time a very lovely silk flag was presented by the late R. B. Windham from the W. R. C. After which the key to the building was turned over to the mayor of the city, Mr. John P. Sattler, showing that the public library belongs to Platts mouth City, and every citizen has ac cess to its privileges. The naming of the library came up for consideration, an excerpt from the Plattsmouth Daily Journal will show that we are Plattsmouth Pub lic Library: "We do not have a Carnegie library, (thank God!) but one that has been bought and paid for by the people at large. It is being supported by the people, and furthermore will be support ed by them." During the fall of 1917, the li brary accepted the obligation of our apportionment of $429 toward the one million dollars to be raised by libraries in the U. S. for buildings, books, equip and maintain libraries for soldiers and sailors wherever as sembled. This was accomplished thru popular subscription of both money and books. Thru a popular vote the library was the successful winner of a fine talking machine or graphophone of fered by one of the business places in town. After trying unsuccessfully to sell the machine it was disposed of selling chances, on which was real ized $1S0. As the demands on Miss Jones be came greater through the increase in circulation and reference work it be came imperative for additional as sistance in the library and Miss Anna Leach, who had given a full year of her time in the library was employed for the afternoons, and where she re mained until taking up a position in the county superintendent's office, then Miss Verna Leonard was made assistant for full time. It was at this time the idea was conceived to take books to the Ma sonic Home, many of the members not being able to come to the II library. This service has been coiv tinued every two weeks, Miss Jones and Miss Leonard selecting and tak ing books to these worthy people, the Masonic Home bearing the ex pense of transportation, and the work being done cut of the regular li brary hours. The success of thi3 is shown by the number of books ex changed at each visit. At a recent meeting of National Masonic Home Superintendents, Mr. Evers spoke of this service in his report, and he was proud cf -the fact that he was the only superintendent that could boast of this courtesy. The growth of the library, during the period I have been asked to cover. 1915-25, has been one of steady In crease in the number of new patrons, the use of the reference room for hign school students, and club work, and the juvenile department is one of the most popular places in the city; new books were being added as rapidly as funds would allow, our records now show 13,576 books (1925.) The next and final article on this subject will appear in a few days. ASK 150 MILLION OUTLAY Washington. Working against time, senators and representatives from five drouth stricken western states sought to assure an immed iate allocation of 150 millions from the work-relief bill for soil erosion work to cope with severe dust storms. They decided to name a group of ten to present to President Roose velt a request for "adequate funds for both emergency and permanent programs" and, after an hour of de bate, decided on the 150 million fig ure. Senators Sheppard (d. Tex.) Hatch (d., N. M.), and Capper, (r., Kas.), and Representatives Jones, (d., Tex. ) Dempsey, (d., N. M.), Hope (r., Kas.) and Martin, (d., N. M.), were named immediately as seven members of the delegation. Oklahoma's two members and the senator from Colorado were not selected immediately. "Seo It before you Duy It."
