URGES INLAND WATERWAYS
St. Louis. Pointing to immediate
development cf inland waterways as
the key to the nation's shipping
problems, Secretary Dern told the
Mississippi Valley association cheap
transportation was as essential to
the country as cheaper power.
Speaking before the sixteenth an
nual convention of the association,
the war secretary said, "It cannot be
disputed that under present condi
tions, it has cost the farmers and
manufacturers of the middle west
two or three times as much to ship
to either coast as it costs to ship
from one coast to the other.
"The result has been that mid
western industry has been compelled
to mark time, restrict its operations
and, in many cases, submit to dis
solution. Many industrial plants
have been compelled to move to the
seacoast, the Great Lakes or the
gulf.
"The result has been that western
agriculture has paid the highest
freight rate of any great agricultural
country in the world; and has been
burdened by a transportation differ
ential to our domestic and foreign
markets which has been in many
cases almost confiscatory of its prod
ucts and investments."

Weather Bureau
Improves Method
of Forecasting
Air Mass Analysis Facilitated by Mod
ern Equipment; New River
Gages Forecast Floods.
The Weather Bureau last year
paved the way for more accurate fore
casts and forecasts of somewhat
longer range according to the report
for the year ended June 30, 1934,
by W. R. Gregg, chief of the bureau
With wider use of modern "work
ins: tools." such as radio and air
planes, Mr. Gregg says, the bureau
now stands on the threshold of an
era of real progress in forecasting.
Hope for such progress, according
to Mr. Gregg, centers around the
introduction of air mass analysis,
the latest aid in forecasting the
weather. Three objectives were
sought in adapting this system to
practical use (1) training of fore
casters in use of the new method;
(2) more frequent, more detailed,
and better established observations
of atmospheric conditions up to three
or four miles above the earth; and
(3) more frequent and more detail
ed reports of surface conditions, in
cluding observations at sea.
A start has been made in train
ing forecasters along the new lines,
but such training, Mr. Gregg says,
will require from three to five years.
With the co-operation of the War
and Navy Departments, the second
part of the program was begun on
July 1, 1934. From 20 well-distributed
airplane stations, daily flights
up to 17,000 feet are being made.
The observations obtained from these
flights are relayed at once to all
principal Weather Bureau forecast
ing centers by the teletype system
of the Department of Commerce. This
development, Mr. Gregg points out,
is the most important forwaFd step
in the air mass analysis method of
forecasting.
A definite program for more sur
face observations has been worked
out. Lack of facilities, however, has
prevents its adoption thus far.
Compilation of meteorological data
accumulattd for many years, but
never summarized for practical ap
plication, was an important accom
plishment. Allotments trom the Civil
Works Administration made it pos
sible to put into usable form a great
mass of statistics of value in estab
lishing cycles which it is hoped may
serve as bases for longer range fore
casts. Included in these were the
data obtained during the Internation
al Polar Year, which are designed to
show, on a larger scale than ever pos
sible before, progressive changes in
weather conditions from day to day
and from month to month. The re
sults of thousands of ocean weather
observations, also included in this
activity, were put into shape to
throw light on certain areas not
ably those where hurricanes origin
ate of which little has been known.
Increased accuracy of forecasts at
airport stations followed improve
ments in recording instruments.
Forty-six sounding balloons were re
leased from the Omaha, Neb., airport
station in January, the international
month for 1934. Forty-four of the
self-recording' instruments thus car
ried thousands of feet up into the air
were found and returned after they
had been dropped by the collapsing
ballons. Valuable information for
forecasters and air-transport com
panies was supplied by two to four
daily pilot balloon observations, av
eraging 12,000 to 15,000 feet, at 75
stations.
Material progress was made In
stabilizing the weather service along
the civil airways.
Because of the extremely dry
weather along the principal flood
making rivers, the curtailment of
the river and flood service, necessi
tated by the reduction in funds, was
not serious. Reports from the 709
river gages operated proved ade
quate. The value of the property
saved by warnings of several local
floods, some of them very severe, was
estimated at $4,000. Unstable river
gages one of the greatest handicaps
to efficient service were replaced
by modern, substantial gages, bought
and installed with funds provided
by the Public Works Administration.
The most outstanding weather
event o fthe year was the unprece
dented drought that began in the
early spring and spread rapidly west
ward from the northwest where it
was first evident. There is nothing
to indicate, Mr. Gregg says, that this
drought constitutes a permanent
change to desertlike conditions in a
large part of the United States.
Present moisture conditions, it is
true, are quite unlike those of many
centuries ago, but no marked per
manent change in precipitation has
occurred within the last few years.
On the contrary, judging by the
