ride horses as well as republicans
He said so in telling newspapermen
that federal employes who have been
"unfairly blanketed in the civil serv
Ice should be removed." Among
those he said he had in mind were
some 200 men riding the border in
Texas to prevent the smuggling of
aliens into this country and who
were given civil service status by
President Hoover.
Farley also said he would present
to President Roosevelt when the lat
ter returns from hi3 vacation the
views expressed by Representative
McClintic. Okl.. namely, that em
ployes "blanketed in" by past repub
lican administrators should be re
moved from the civil service protec
tion. McClintic discussed the pat
ronage situation with the postmaster
general. The Gklahoman headed a
special house committee which was
created by dissatisfied democrats to
hurry up the distribution of patron
aee. This committee has fixed its
eyes on the 800 jobs in the library
of congress which are not under civil
service.
Farley told McClintic that the li
brary is a part of the legislative es
tablishment and that removal of re
publicans from positions there was
a matter for democratic members or
congress to settle.
High officials are seriously consid
ering a move to open tnousanas or
jobs now under civil service for ap
pointment by the democratic admin
istration and this probably will be
one of the first proposals placed be
fore Mr. Roosevelt when he gets
back to Washington.
Railway Chiefs
and Labor Come
into Agreement
Conferees Decide to Continue the 10
Percent Cut in Wages That
Is Now In Effect.
v ashington. An agreement was
signed by representatives of railroad
executives and railroad labor leaders
settling upon a 10 percent wage re
duction to be effective until June 30,
1934. The agreement was signed in
the office of Joseph E. Ea3tman, fed
eral railroad co-ordir.ator.
In return for the extension of the
10 percent cut now in effect the rail
road management agreed to with
draw a demand for an additional 12
1-2 percent reduction in the basic
rates of pay.
Eastman's announcement said
The railroad managers and the rail
road labor executives have entered
into an agreement under which the
arrangement by which 10 percent is
being deducted from the pay checks
of employes will be extended from
Oct. 31, 1D33, until June 30. 1934,
and under which the date on which
either party can submit a notice in
accordance with -thei provisions of
the railway labor act indicating a
desire to change the basic rates of
pay will be extended from June 1 5,
1933, to Feb. 15, 1934.
"Under this agreement the rail
roads will surrender for a "period of
eight months their right to seek a
further reduction in employes' com
pensation and the employes will sur
render for an equal perjod of time
their opportunity to secure an elim
ination of the present" 10 percent re
duction. The notice given by the railT
roads on June 15 of an intention to
seek a. 22 1-2 percent reduction in
the basic rates of pay will be can
celled. "This agreement has been reach
ed because both the - railroads and
the employes wish -to. do. nothing
which would in any way embarrasp
or threaten the present policy of the
administration . They realize that the
government has now embarked upon
a wholly new policy designed to pro
mote business and industrial activity
and to further the general welfare
They appreciate that until the
results of this policy can be more
clearly determined it will be difficult
to deal wisely with this wage contro
versy and that the active prosecution
of such a controversy at the present
time might have a most disturbing

eral reserve act. The bank's primary
