ANOTHER MUSCLE SHOALS PLAN
The report of the commission on
disposal of Muscle Shoals nitrate and
power plants is substantially as had
been anticipated from earlier state
ments of the body. The commission,
representing the states of Alabama
and Tennessee and the government,
had been named by the President and
the two states to work out a plan to
be submitted to congress. After sev
eral months of study, the commis
sion now proposes that the plants
shall be leased for private operation,
pereferably by a farm-controlled cor
poration; that quantity production
of fertilizer and its concentrates be
the chief activity; that chemical and
agricultural research be engaged in;
that power at the Shoals be used
chiefly for these purposes, and that
any surplus power be sold preferably
to states, counties and municipalities
and for chemical operations.
Such an arrangement would dis
pose of the power issue, as of the
government operation, issue, with re
spect to this long troublesome Shoals
question. It would raise another
question as to the wisdom of the
kind cf control preferred for such a
big business as operation of these
plants would become. Yet there would
be that question under any kind of
plan that could be devised. Advo
cates of government operation and
sale of power in competition with
private interests may find it difficult
to oppose the commission's plan that
operation be left to a farm body and
that it proceed in the interest of
agriculure. The commission proposal
therefore becomes a rather Ingen
ious compromise which congress
might find it possible to accept, de
spits itu previous approval of gov
ernment operation.
Optimism as to early disposal and
productive use of these plants in the
public interest must be tempered.
The issue of disposal has dragged
along for a dozen years. Every rea
son of expediency as of common
sense would indicate its settlement
without further delay.

A FLEA SHORTAGE
Dog-gone it. here's something else
to worry about!
A Paris cable reports that there is
a serious flea shortage in Europe;
that scientists are in a dilemma be
cause they can no longer find fleas
for use in their intensive studies of
communicable diseases.
It's a harrowing story, too long
to tell in detail, but the main point
is that flea shipments from the Bal
kans and Russia to the laboratories
of London, Paris, Vienna, and Berlin
are far below the demand, and that
the vigorous and hardy species of
fleas are next to impossible to obtain.
Italy, once the best producer TDf virile
fleas, has gone out of the market en
tirely. What's to be done about it?
Obviously nothing.
Just the same old inexorable law
of supply and demand all over again.
If the Soviets in Russia, the Fas
cists in Italy, and the mountaineers
in the Balkans are bathing more
regularly than in former days, years
and generations, it is but logical that
there should be a sharp diminution
of the flea crop in those countries.
Only a few years ago all America
was singing a foolish song entitled,
"Yes, We Have No Bananas."
Mebbe over in Europe today they
are yodeling a paraphrased ditty,
"Yes. We Have Xo Fleas for Mai ket."
It look3 like the scientists, o.i hot
trails of communicable diseases, will
have to breed their own fleas and
raise them by hand; that in these
days of depression they should care
fully conserve each every hardy flea,
and it might even be well for them
to bear in mind that century-old
stanza:
"Great fleas have little flea3, upon
their backs to bite 'em.
And little fleas have lesser fleas, and
so on ad infinitum.
And the great fleas in turn have
greater fleas to go on.
While these again have greater still,
and greater still and so on."
European scientists may be forced
to use the lesser fleas while carrying
on their experiments.

Finland raises her tariff on rice,
sugar, gasoline, and several other
American commodities, in order to
add about $3,000,000 to her revenue.
Another rap at our export trade.
GIVE HIM A UNIFORM
Vice Admiral Sir Veroon Hag
gard, of the British navy, was a for
mal caller at the White House Tues
day. He is six feet and four inches
in height, and wore the full dress
uniform of the British navy, which
is something truly dazzling to be
hold. In addition to the ornate gold
buttons, tassels, and epaulettes, the
British full drees uniform is decor
ated with fully forty yards of gold
braid, supplemental to which the
mariner-nobleman wore a solid row
of glittering medals across both sides
cf his breast and three beneath his
throat.
This suggests that Congress ought
to prescribe a uniform of some sort
for our President. Xaturally, Mr.
Hoover, attired in plain civvies, look
ed small, puny, shrinking, and insig
nificant alongside his British visitor.
The unimpressiveness of our Presi
dent is even more apparent when a
diplomatic reception is staged at the
White House and the representatives
of all the foreign powers gather, clad
in glittering regalia, some of them
so imposing that they would make
even the High Chief Generalissimo
of the Grand and Amalgamated
United Sons and Daughters of Jacob
of the United States of America,
Europe, Asia, Africa and Australia,
colored, insanely jealous.
By all means, our President ought
to have a uniform. Let it be of the
brightest scarlet, with vivid green
facings, all the gold braid its surface
will permit, a jim-swinger coat half
way between knees and heels, and
dazzling medals on the chest repre
senting the numerous fact-finding
commissions appointed during his
term of office.
The world should know that our
President is just as gorgeous as any
of 'em, and a darned sight more gor
geous than most.

Mrs. Aimee Semple Kennedy Tem
ple Mcpherson Hutton, and whatever
else her name might be, is staging a
campaign of high-powered evangel
ism in Boston and during the first
week she suffered a financial loss of
$18,000 that is to say, the receipts
fell that far short of what she ex
pected. Red-headed Aimee evidently
did not get the spiritual endorse
ment of the Cabots and Lodges be
fore setting forth to win souls in Bos
ton. Tradition hath it that the Ca
bots speak only to the Lodges and
the Lodges speak only to God. It is
quite possible that the Cabot-Lodge
combination may have short-circuited
Aimee's channel of communica
tion and left her with only the poverty-stricken
commoners as listeners.

Dr. Frank Vizetelly, eminent lex
icographer, severely criticizes some
of the English used by Dr. Xicholas
Murray Butler, of Columbia Univer
sity, alleging violation of fundamen
tal rules of grammar. Who cares a
cuss about Dr. Butler's grammar so
long as he says things worth listen
ing to and he often does.
