In the circumstances, it becomes appropriate for the members cf the league council to' consider what steps to take in the event November 17 finds Japanese forces still operating 'in Chinese territory. It also becomes appropriate for the United States, .vhich has undertaken to act in some sort of not clearly defined concert with tle league, to consider is own further policy for dealing with the Mar.cr.urian emergency. In all such considerations, wheth er in cfTieial or in unofficial circles, the first concern should be to keep clearly in mind that the object of the league and the object of the United States in this emergency is not to espouse the cause of China but to espouse the cause of peace. In view of the fact that Japan has been guilty cf repeated acts of aggrc -sion against China, this is no easy mat ter. The natural tendency cf v:orld f pinion is to gravitate to the ii !e of China and to make what is essentially an effort to prevent war take on something cf the quality of a mere 1 vcrdetta against Japan. Acquiescence in this tenJency would be highly unfortunate. The Japanese are a proud and sensitive people, particularly suspicious of for eign affairs pertaining to the Asiatic mainland. Anything which might give them the impression that the powers which are new championing the cause of China would have to stiffen their opposition and insure a continuation of what is now virtually a state of war. It is. therefore, of the utmost im portance for Geneva and Washing ton to make it clear that their only j purpose is to promote a settlement !of the dispute by negotiation instead cf by war. Even w'th this point plainly understood the task of restor ing peace will be difficult enough. Without such an understanding it would be impossible. Baltimore Sun. An uncrowded . profession rara avis in a jostling world has sprung up ever night if press reports are to be credited regarding the good for tune that has smiled upon three men who were stranded for months on an island in the Pacific. Before they ever landed from the rescuing ship which brought them samely home, the castaways were under the vigil ant gis of an "agent," with whom they had signed a cast-iron and ex clusive contract for the recording of '.heir experiences in the role of Rob inson Crusoe. So tied up, indeed, were they that they were dumb in the presence of interviewers and shunned reporters as they doubtless did the sharks when diving off Cocos Island for their matutinal ablutions. Alas, Daniel Defoe, even you must yield before an advancing civilization that recks little of sentiment and still les of tradition. You have had your innings. For generations, count less young persons in every clime have thrilled with Robinson Crusoe as they gazed with him, in mingled awe and expectancy, upon those never-to-be-forgotten footprints. No longer will the castaway search for footprints. That is the very last thing he wants to find. A deep and undisguised disgust would fill his breast at the suspicion that some oth er fellow might already be on the .'pot. No, your modern castaway is looking eagerly for something quite different as, for instance, a fine, fat contract dropped by the speeding airplane of a Hollywood magnate or the Impresario of a "big-time" vaude ville circuit. :o: HOPE FOR LARGER VOTE A year from November the United States will again hold a national election. Women' study clubs throughout the country hope to be able, by education and example, to produce a material improvement in ih number of eligible voters who ex. to The polls. In the last presidential election, Americana showed themselves inter ested only to the extent of Gl per i cent of the eligible voters. Almost 40 per cent of the American elec torate did something else rather than go to the voting booth on the first Tuesday after the first Monday of No vember. A comparison of this record with that or Argentina is one of the angles which the study clubs will emphas ize, thanks to a compilation prepared for this purpose by the Woman's Home Companion. In the Argentine the voters vote and in numbers worthy of respect. At their last election, which took place in tho s ame year as the Amer ican election, approximately 88 per cent of the ekc-torate wert to the pell?. Not much more than 10 per cent stayed home on election day. Even discounting as heavily as need bo the invisiable factors In the situation for instance the fact that the resulting semifeudal conditions of life thus make it possible for great landholders to control large numbers of votes almost as a unit, the fact that an extensive bureaucracy often makes votes and jobs synonymous it is jlain that somehow some of the citizens of Argentina have discover ed that there is S self-interest to be served by casting their votes; that here is some connection between their government and their daily life. : o : YES, CONGRESS WILL ADJOURN The clerk of the house is not par ticularly comforting in a view of the next congress. But perhaps few per sons could be. He says that if all the problems to come before the session are to receive the attention required for legislation, congress would not adjourn at all next year, but would not adjourn at all next year, but would run, "without stopping, into the short session a year hence." The running powers cf congress are re cognized. Yet there can be the hope that the body will not attempt to solve all the problems of the" universe at a single session. As 1932 will be a national campaign year, many of the members of congress will have ur gent business to look after back home. The season may be favorable fcr early spring planting, with the expectation of bounteous harvesting in the fall. Then, with the national conventions coming on in June, too, congress will adjourn to save the country. It could help save it by ad journing earlier, but probably won't.
