AFTER SEVENTEEN YEARS
In the early months of 1914
thoughtful Europeans were appre
hensive. Tensions between various
states were reaching the breaking
point. Armies were drilled with a
new note of expectancy. Armaments
were building larger than ever.
Trade and naval rivaly between Ger
many and Great Britain had reach
ed a crisis. Keel for keel, the Kais
er's Government and King George's
were laying down vessels of war.
It has been the hope of countless
millions of people since 1918 that the
: insidious rivalry implicit In that
1 phrase, "keel to keel," was gone.
Statesmen of every nation have tried
! to fix definite limits to navies and
armies, have made security pacts,
have founded Leagues and Courts,
, to stave off a rivalry such as that of
pre-war Germany and England the
rivalry which laid the basis of the
iWTorld War.
I
For some time it looked hopeful.
But after the breakdown of the Lon
I don Naval Conference of January,
1930. Prance and Italy have shown
that pie-war spirit of rivalry so
j plainly that the optimism of ten
years fades abruptly. Under pressure
from the United States, naval build-
l ing was delayed for a period of
months in 1930 by both Powers, hop
ing for a tormula that would per-
mit some sort of parity. But the
formula was not found. And the race
is on. After seventeen years the war
game is being played again.
France's program of naval build
ing calls for 100.000 tons in the com
ing twelve months. Italy's program
iB equally large. France demanded
parity of total naval armaments. It
