is helpless before the greed and
thoughtlessness of men.

MR. HOOVER AND THE TARIFF
Not in a long time has the coun
try been heartened as it was by the
Associated Press announcement that
Mr. Hoover remains open-minded as
to the Hawley-Smoot tariff bill and
will subject it to analysis by experts
and heads of departments.
If this is true, it was mere political
pretense upon the part of administra
tion leaders in Congress to say that
if the flexible clause were altered the
President would not object to the
bill. The country has never altogeth
er believed this. Despite .what the
politicians were saying, almost the
entire press and virtually all of the
big industries have stoutly held to
the hope that Mr. Hoover will not
.sign the bill and have urged him to
eto it.
If Mr. Hoover does remain open
minded, the tariff bill is doomed. It
may pass the Senate by a narrow
piargin, as seems probable; but it can
never survive analysis by experts and
,the heads of Government depart
fnents. If the President subjects it to
such examination, and abides by the
result, he will exercise his right of
veto with even more emphasis than
he used in condemning the deben
ture. And why should he not do so?
Could a man who had so much to do
with building up our great foreign
trade deliberately destroy if? Could
a man of Mr. Hoover s training and
experience, acutely aware of the ncc
essitiese of a great industrial nation
close to our manufactured products
those foreign ports which we lu.ve
only opened at the expense of great
energy and persistence? We hr.ve
never believed it, and we will not
believe it until he has actually sign
ed the bill.
It was a striking coincidence that
on the day it was denied that he will
sign the bill the President himself
sent to the Senate, in response to a
resolution, 170 protests against the
tariff bill from almost every country
in the world. Of these nine have
come irom tne retneriands, seven
from Switzerland, five from Canada
four each from Spain and Italy, and
three each from Austria, Egypt
France, Germany and Norway. The
reprisals already afoot in some of our
best foreign markets, and still others
threatened by such large consumers
of our manufactured products as Can
ada, Argentina and Australia, can
not have failed to make a great im
pression upon the mind of a man who
for eight years before he entered the
White House was engaged in develop
ing our foreign trade.
If Mr. Hoover is open-minded, he
can say of such a tariff bill only what
more than 1200 other American eco
nomists have said about it. They
have said that it will increase the
cost of living, that it will not help
the farmer, that it will destroy our
foreign markets, and that it will
benefit only a few people at the ex
pense of many. Every one of those
more than 1200 trained men would,
if he could, veto the bill, and we be
lieve Mr. Hoover will veto it. St.
