When a cabinet breaks down, which happens often, she always has spare parts at hand with which to make necessary repairs. :o: A man was found roaming thru the streets of Washington the other day who couldn't tell his name, the place he lives, or even the commis sion he belonged to. :o: Russia sets a precedent in adding a Department of Physical Culture to its Cabinet. No other country could get a Minister to arise at dawn and talk over the radio. HOOVEE AND HUSTON Herbert Hoover has a political boss on his hands and does not know how to get rid of him. Two weeks ago the President weak ly intimated to Claudius Huston, chairman of the Republican executive committee, that his room was pre ferred to his company; that it would be better if Mr. Huston would re tire and let somebody else be chosen as his successor. Not a direct request, of course, nor yet a plain intimation. The sugges tion was conveyed second-handed, and not in the form of an express demand for retirement. Herbert Hoover, it seems, does not transact official or political business that way. He invariably follows the line of least resistance. He has never been known to say, "Here's your hat; what's your hurry." Nevertheless Mr. Hoover seems to be genuinely disturbed over the situation since Claudius Huston has failed to take a covert hint. He dis relishes enormously the idea of hav ing Huston as the head of the Re publican national executive commit tee. In his secret heart of hearts, he would like to have a second term as President and Huston is a verit able "old man of the sea" around his neck. But Hoover likes to have somebody else to do the dirty work for his ad ministration. He has sought to ob tain Huston's departure from politi cal life without openly appearing in the transaction. He calls to the White House at frequent intervals Republican national committeemen from the various states and privately suggests to them that Huston ought to be fired. But the committeemen, it seems, pay no more attention to the suggestion than they did to a request from the same source that Perry W. Howard, the negro commit teeman from Mississippi, be displac ed. The bosses of the G. O. P., it would seem, are not in a displacing mood these days. Howard hangs on and likewise Huston but for differ ent reasons. Hoover will have to stand sponsdr for Huston. The Tennesseean Is not popular with members of the Repub lican national executive committee. He was thrust upon the old-timers aE Mr. Hoover's man for the place when they plainly did not want him, and it is evidently their determination to give Hoover "a whole bellyful of Huston.." This is one time, unless a remark able change develops in the situation. where the President cannot shift a responsibility when it grows painful. He contrived a wretched leadership for his party, and the Old Guard is determined to give him a full meas ure of punishment. The greatest need of the nation today is a man in the White House with the courage of his convictions a man with the rigid backbone of Cleveland, Roosevelt, or Wilson. Herbert Hoover has no more back bone than a skinned banana. :o: SOUTH DAKOTA'S PRIMARY EXPERIMENT Like all remedies for political ills, the popular primary is something short of a panacea. It has advan tages. There can be no question that the personnel of the United States Senate has improved under the popu lar primary. How far this is true In the scale of public officials is a prob lem. South Dakota is one of our best laboratories for determining such things. She Is willing to try almost anything once. Now she is trying a combination of the primary and con vention systems. The direct primary is retained in South Dakota for the nomination of United States Senator, Representatives in Congress, Gover nor, members of the Legislature, and county offices. It also serves for the eletcion of State and precinct com mitteemen, and delegates to State and National conventions. Allother elec tive State officers Lieutenant-Governor, Attorney-General, Secretary of State, Auditor, Treasurer, Superin tendent of Public Instruction, Com missioner of Schools and Public Lands, Railroad Commissioner and presidential electors, are to be nom inated by State convention held after the primary. This State convention also elects the party State chairmen and the members of the national committe, as well as adopting the party platform. Judges have for some time been nominated at sepa rate non-partisan primaries, and the present law makes no change In re spect to them. Thus South Dakota is for the mo ment experimenting with a modifi cation of the short ballot. South Da kota may be flat, but she is never dull. :o: The fraction of a person noted In the rating of automobiles to popula tion may be the portion left after cne is hit by a speeder. A JUDGE'S VIEW OF "SATYRICON' Some anonymous snooper had Ger ald Nedwich, Chicago bookseller, haled into court for selling Petron ius' "Satyricon," the charge being that the book is obscene. Petronius was a favorite of Nero, who was Em peror of Rome from 54 to 6S A. D., and was known as the arbiter elegan tarium, or the Ward McAllister of Nero's court. "Satyronius," has grad uated long since into that Valhalla of literature ineptly called "the classis." It is of immense value to historians because it preserves the dialect of the Roman plebians, or lower classes. Of its value to smut-seekers we submit the opinion of the magistrate before whom Bookseller Nedwick was brought: "It is tiresome to read, but having read it, I discharge the defendant," That is a fitting rebuke to the snooper, as well as a guarantee that "Satyricon" will not become a best seller. As a matter of fact, a good many of the classics designed by customs officers and other guardians of our morals as obscene are of in terest only to scholars, a fact which in itself exposes the smut-hounds to the ridicule they deserve. :o: OUR NEW PARTY We hereby propose the formation of a new party in Nebraska. Forget all about Democrats and Republicans, tariffs and disarma ments, world courts, Herbert Hoover and Al Smith. Dismiss from your mind all fac tions, all partisan strife, all petty hatreds now prevailing in Nebraska. Thrust aside, if need be, requisite qualifications for citizenship, pay ment of poll taxes, and all that sort of thing.
