These $98 DRY ACT HELPED Secretary Mellon is of the opinion that the government might well de vote some of its prohibition funds to education in favor of law enforce ment. It is his manner of attempt ing to substitute something for the temperance teaching which went by the board when the Volstead act was passed by Congress. Whether his program of education in law enforcement could be made broad enough to include light on the effect of most bootleg liquor upon the human system is not known. Perhaps he intends to ask obedience to all laws, with prohibition not t-peeiflcally mentioned. If so, the prohibition organiza tions might well supplement his cam paign with some of the persuasive arguments they used in their long fight before the 18th amendment won approval. It has always been our be lief that a lurid drawing of a stomach wrecked by alcohol is a more force ful argument for temperance or total abstinence, than any warnings set forth by the silver-tongued orators of the dry cause. From the earnings of the company, over and above operating expenses, dividends not to exceed 8 per annum shall be paid on the certificates of stock out standing. The company shall set aside each year to a surplus fund, not less than 5 of the earnings or savings of the company over and above all expenses and dividends, until such surplus fund equals 20 of the paid-up cap ital stock. This surplus fund may be used for conducting the business of the corporation. The net earnings or savings of the company remaining af ter payment of expenses, dividends and surplus, shall be distributed on the following basis: Divided among the patrons of the company pro rata according to the business transacted on each individual class of business. Said corporation shall continue in business for a period of fifty years from September 8, 1928.
