The treasurer's records, examined'
today, show unequivocally by cold
figures that the Bryan administration
ended its first fiscal year on June 30,
1924, with a balance in the state
treasury, while the McMullen admin
istration ended its first fiscal year on

June 30, 1926 by not only havingi
spent all of the Bryan balance, but'
having created an additional deficit'
of more than two million dollars besides.
The records show that practically
every one of the states fixed funds,1
derived from sources other than dir-(
ect taxation and speciflcially appro
priated for purposes other than pay
ing the general running expenses of
the state, were summarily gutted by
the McMullen administration on the
"borrowing" plan. Funds so "borrow-j
ed" can be kept from showing the
reports of the general condition of the
treasury, and the general fund can
be made to appear in something near
a healthy condition for particular j
purposes, although it is actually com-;
pletely "broke" and more than two
million dollars "in the red."
The table of figures presented be
low tells the story from an entirely
unbiased standpoint. The figures for
June, 1924, the end of the fiscal year
of Bryain's administration, are taken
verbatim from the official report of
State Treasurer C. D. Robinson, a re

lars, the McMullen administration
showed a deficit of two million and
60 thousand dollars at the end of
its first fiscal year.

One knows not how many writers, (
since 1918, have claimed to have heldj
the morror up to the World War and
shown it to us "as it actually was."(
In commenting on one of the latest
of such books, a reviewer in the New,
York Times says of certain features
of it: "After all, this is war mirrored
in the soldiers' feeling about his own
concrete encounter with it. If a
wounded sergeant thinks he got a raw
deal and hates the head nurse, it does
not in the least prove that the hos
pital service of the A. E. F. was rot
ten." In these few words is the key to
a very large number of books which j
have been written about the war. If
it isn't the hospital service, then it
is some other point at which the writ-j
er has personal ground for bitter,
memories, and infuses that bitterness,'
consciously, into his estimate of about j
everything conected with the great
conflict. Unfortunately, it is far eas-'
ier to write a book about the warj
which will sell than it is to possess
the clearness of visison and breadth!
of mind which, in the midst of such!
a conffict, can keep all that is going
on clearly in view, and describe and;
discuss it without distorting the pic- ?
ture.
It is perhaps hopeless to expect'
that anyone has given, will give, or!

The above figures show that if each
state department had made a demand
upon the Etate treasury on June 30,
for the money due in its balance,
there would have been only 5638.424
available, thus creating a deficit of
$2,060,516. The moneys, due in the
balance of each department, has been
"borrowed" to meet payments from
the general fund which should show a
balance sufficient to cover the bal
ances of the fixed funds, itemized in
the foregoing table.
Two main financial arguments have
been the basis of Governor McMullen's
campaign for re-election thus far,
both of which, authorities here de
clared, are blasted by the official re
ports as shown above. The first is the
claim of the governor (made after
