even Lincoln had excise boards or

upon a board of fire and police com

South Omaha. It was allowed to run
its course with the machinery of the
state behind it and work as rapidly
as possible, with the supreme court
to help along, the two fire and police
commissioners of that town who were
prosecuted under ouster proceedings,
