The struggle over S. I ICO. the
Reed-Norval language bill ended late
Monday afternoon with advancement
of the measure to third reading by a
vote of 65 to 111 in the lower house.
i The announcement of the result does
not tell the story of the session's
most bitter skirmish. The only re
maining question appears to be on
the procuring of two additional votes
to put the bill across on third read

absentees were .Messrs. llethea, l)y

Friends of the bill expressed confi

Resist Amendments.
Friends of the bill successfully re
sisted amendments offered by Repre
sentative GifYord and F. K. Andersui:.
Mr. Gifford's amendment would per
mit religious instruction in any for
eign language on any day in which
tiie regular day school is not in ses
sion. It was defeated 3 0 to 5 1. Mr.
Anderson's amendment, covering
practically the came ground, was vot
ed down 31 to 4 6.
They were voted down on the theory
that any opening may be a dangerous
opening, that the bill is one to regu- j
late education and not religion and
that the provisions hall cover the j
school room, not for a part of the
day but for all ol the day. In a
strong closing addrtss. Representative
Ilyruui aiiswe.ed those who suggested
that the courts will hold the bill un
constitutional because of an interfer
ence with religious teaching, in the
follow ing:
"I defy you to find one word in this
bill which says that you may not wor
ship Gcd in accordance with the dic
tates ol your conscience. Does an
one venture to say that the courts
will hold that a prayer meeting
