THEIR ENGLISH LEADER Republican senators are taking a kindlier interest in the league of na tions now that Lord Grey, the Brit ish ambassador, has substantially in dorsed the Lodge amendments and aligned himself with the republican leadership against the president of the United States. There is a funny side to the action of Senator Lodge in moving to revive the treaty in the senate immediate ly after Lord Grey had spoken. Af ter all the anti-British demogogery in which "the republican enemies of the league have indulged themselves it appeals to one's sense of humor to note how promptly they accept the leadership of a distinguished British diplomatist in preference to that of the president of their own country. Lord Grey's letter, published in the London Times, amounted to an international political sensation. In effect he defended the course of the republican senators who have been plotting to defeat the treaty, justi fied their "reservations," and assert ed they would be acceptable to the British government. In the case of the reservation affecting the voting power of the British deminions in the league assembly, it would be satis factory, said the British statesman, to England, but he feared it might not be so satisfactory to the dominions. Of course it woum ue satisfactory to England! To allow the English government to speak and vote -for Canada, South Africa, Australia and New Zealand in the assembly would be to play directly into the hands of the old-time British inmerialism. And to allow these self-governing peoples to speak for themselves, as the treaty provides, in opposition to English wishes and policies if they wished, would be a step farther to ward democracy. It would be to in troduce as entities into the league assembly free and democratic and new-world peoples whose interests and ideals run closely parallel to those of the United "tates. It is still a question whether the views of the American president or the British ambassador 'are to have the greater weight in determining the terms on which the United States shall become ' a memmber of the league of nations. But that the re publican senators have showed a re vived interest, even though under English inspiration, in the ultimate fate of the treaty, is a matter for congratulation. World-Herald. :o: TOO MUCH NATIONALISM Professor F. W. Foerster. an Aus trian publicist and philosopher of wide reputation and accepted abili ty, writing in the current number of the Atlantic Monthly on "The Aus trian Problem," submits one funda mental and predominating reason for "the whole state of things in new Austria" which deserves the serious consideration of those republicans who base their hostility to a league of nations in any form upon the ground that the spirit of nationalism is imperilled. The following is from Professor Foerster's article: "An individualistic nationalism was absorbing all spiritual and so cial energies for its own purposes and passions; the German-Austrian himself became mere nationalist, and therefore lost the moral and politi cal power required to subordinate the other nationalities to a higher form of political life; Instead of edu cating the younger nations, he fos tered, by his bad example, their own passion and self-consciousness. The narrow Bismarckian gospel of the national state, and the more repress ive and authoritative method of resulting therefrom, entered the German soul took away from it all capacity to keep together and to educate ,respectfu'lly and sympa thetically those little nations which were craving for more liberty and autonomy." The perpetual rcharking to the w;ord "nationalism" for purposes of effect alone; the unsupported ap peals to a kind of provincial patrio tism by the opponents of the league. can hardly bear -much . weight with intelligently thinking citizens. The most skilful word juggler is unable to avoid the fact that it was nation alism pushed to extremes that caus ed Prussia's ruin. Nationalism must not be made to mean segregation, egotism, selfishness. Nationalism can never be as great as true inter nationalism, though it does not fol low by any means that the institu tion of the higher and nobler policy abolishes the other. As for Austria, whose pitiablu con dition in these days has stirred uni versal compassion. Professor Foer ster unequivolcally attributes her rad state to "the predominance of na tionalism," which, he adds, "made the dismemberment of the Austrian state inevitable; it cauld have been prevented only from within, from the rising of new political ideas in the midst of the Austrian peoples." Yet. in the face of their and an abundance of similar testimony from the more discerning citizens of Eur opean countries, we go blindly ahead unshaken in our determination to follow the dangerous policy of en hancing and encouraging the very rpirit which has been the undoing of Germany and Austria, which has proved fatal in past ages to selfish natons, and which, sooner or later, if persisted in, may destroy the laud able principles which have placed the United States at the head of all the nations from the standpoint of soci al, political and governmental in Ftitutions. Let those patriotic de votees of an exclusive nationalism take care that the results of their florid teachings do not turn upon the American ofthe future with de vastating, undreamed of results.
