THE COUNTRY AKD CONGRESS. In ..the organization of the next Congress by the Itepublieans the country will receive notice of that party's notion of what it is there for. From the indicated lineup i:i the House there appear to be quite a nuiuhtii who think the country's mandate was to preserve inviolate the sonority rules and to elect II r. James It. Mann of Illinois speaker. This will be a considerable sur prise to the progressive voters of the Middle Wset. If they had want ed a man like Mr. Matin to be speak er they could have kept Mr. Clark. There isn't any choice between them. Mr. Clark said a convict and a conscript wore all the same to him. and Mr. Mann voted for the McLemore resolution. The country isn't at all interest ed "In the round game played under party organization rules by which committee, places and other parlia mentary plums are dealt out. Hut the country is interested in seeing that the new Congress is organized and conducted in the spirit of Amer icanism that gave it its mandate iu the November election. The eleva tion of Mr. Mann by a party de prived of power for submitting to that kind of leadership and now re turned to control in Congress to carry out a program of reconstruc tion would not lie in response to that mandate. Mr. .Mann s leaner ship on the floor in the important crisis of the war and in the -months preceding it was ivd constructive. It would not be constructive in the speaker's chair. A minority leader who. whether for personal or partisan reasons, fought preparedness ami was oppos ed to maintaining America's rights in the face of challenge and inva sion, is not fit to he intrusted with any part in reconstruction. cither of the Republican party or the CMiintry. The progressive Republic anism of the conn fry has if con structed the party. It does not care to undertake Star. Mr. Mann. K.
