but his work as a member of the
registration board has kept his1 nose
so constantly "at the grind stone'
that he has but little time to eat
and sleep. Frank would delight to
grasp every voter of the county by

he can before the election.
AN EXAMPLE OF GERMAN FAITH
The election of Prince Frederick
Charles of Hesse, brother-in-law of
the German emperor, as King of
Finland, might be regarded as Ger
many's answer to at least one of the
fourteen points laid down by the
President as essential to peace.
All Russian territory, the Presi
dent said, must be evacuated and
Russia be given "an unhampered
and unembarrassed opportunity for
thn indr nendent determination of
her own political development and
national policy." Germany has
shown how she intends to meet that
demand by digging in in Finland,
overrunning the country with her
troops, overawing the population
and the Landtag, and placing a Gcr-
man prince on the throne, where
of course, he must be maintained
by German bayonets.
Here we have a very plain object
lesson in German policy, whether of
peace or war. Of what avail art
German words beside these Ger
man deeds? Certainly Germany can
have no objection to accepting all
of the President's fourteen points.

down, if this one in regard to Rus
sia illustrates the German construc
tion of their weight and meaning.
What Germany is doing in Fin
land and the other Russin provinces

PROPOSED CONSTITUTIONAL
AMENDMENT
The following proposed amendment
to the constitution of the State of
Nebraska, as hereinafter sot forth in
full, is submitted to tho electors of
the Stats of Nebraska to be voted
upon at the general election to be
held Tuesday, November 5th, A. D.
1913:
A. JOINT RESOLUTION to amend
Section one (1) of Article seven 1 7 f
of the Constitution of the State of
Nebraska.
Be It Resolved by the Legislature of
the Stato of Nebraska:
Section 1. That Section One of Ar
ticle Seven of tho Constitution of th.
Btate of Nebraska be and the sam
hereby is amended by striking out tho
following words:
"Second. Persons of foreign birth
who shall have declared their inten
tion to become citizens conformably
to the laws of the United States, oti
the subject of naturalization, at least
thirty days prior to cn election."
And Inserting in the place of the
words so stricken, the following
words:
"Second. Persons of foreign birth
who shall have become citizens of the
United States by naturalization or
otherwise conformably to the laws ot
the United States at least thirty day
prior to an election.
Sec. 2. That at the general elec
tion nineteen hundred and eighteen
(1918) there shall be submitted to the
lectors of tho state for their approval
or rejection the foregoing proposed
amendment to the constitution relat
ing to the right of suffrage. At such
election, on the ballot of each elector
voting for or against said proposed
amendment, shall be written or printed
the words: "For proposed amend
ment to the constitution relating to
the right of suffrage," and "Against
.-.I nmrw-iooi amendment to the con-
ititution relating to the right or
suffrage."
Sec, 3. If such amendment aha 1
be approved by a majority of all
electors voting at sucn election, said
tmendment shall constitute Section
One (1) Article Seven (7) of the Con
tltution of the State ot Nebraska.
