The claim that the selective draft passed by congress, May 17, violates the fed eral constitutional provisions prohib iting "slavery and involuntary servi tude," advanced by Ferdinand Claud ius of Oakland, Cal., was character ized by the state supreme court today as "utterly without merit." Claudius applied today for the second time for a writ of prohibition to prevent Mayor John L. Davie of Oakland from compelling him to reg ister for the draft on June 5. An appeal to American women to make personal campaigns for the sale of liberty bonds was issued tonight by tho woman's liberty loan committee, of which Mrs. V. G. McAdoo is chair man. The committee is arranging to launch a whrihvind campaign in the ! larger cities during the last week that the subscription books will remain open. In spite of reports to the con trary, the full summer school program will be carried out exactly as listed in the catalog. The commencement exercises begin with the open program of the literary societies Friday evening. Saturday is senior class day; Monday, festival of music; Tuesday, the semi-centennial celebration, and Wednesday, com mencement day, at which time ap proximately 190 people will receive di plomas and degrees. The historical pageant to be given Tuesday evening is an enterprise of great magnitude and necessarily re quires a small admission fee. The net proceeds are to be turned over to the Red Cross and the army Y. M. C. A. veterans of the civil war will be honor guests and will be admitted without charge. y It is confidently expected that thou sands will attend this pageant. Ar rangements are being made for the free parking of automobiles on the athletic field, which is near the page ant grounds. A cafeteria with lowest possible prices will be run in the new training building June 2 to G. A faculty committee has arranged for a chautauqua to be held in Peru June 29 to July 4. The chautauqua programs will be budget events and will take the place of a summer lecture course. A splendid recital was given last week by students from the department of voice, piano, and expression. The skillful manner in which the numbers were rendered testifies to the charac ter of the work being done in these departments. THOUSAND OF FGREIGN BEET FIELD WORKERS TO REGISTER Lincoln, Neb., May 30. Registra tion of 5,000 to 7,000 Russian, Japa nese and Mexican workers in the beet fields of western Nebraska is occupy ing the attention of the state counci of defense. Word has reached the council of de fense that these workers do not gen eially understood they are expected to register. Chairman Joyce has sent word to the men in charge of the workers to impress upon them the absolute necessity of their registra tion, and has received assurances that every effort will be made to see that every one of them does. Court Sweeps Aside Plea of Draft Slavery. This noon the directors of the Com mercial club were entertained at uneheon at the Hotel Riley to discuss the plans for the chautauqua which is to be held in this city for six days, commencing June 28. The directors had with them Mr. A. J. Dunlap, of Lincoln, representing the chautauqua association, and who explained in de tail the work of the chautauqua rnd the proper means of proceeding with the work. The ticckets and other material for advertising the forth coming chautauqua are now at hand and will be at once used in the cam paign for the big event. Attor ney General Gregory today instructed United States attorneys and marshalls throughout the country to use their utmost efforts to arrest and prosecute all persons responsible for the agita tion which has manifested itself in localities from New England to Texas against the registration June 5, of men subject to selective draft. This agitation has made itself felt somewhat in many sections, but thus far there apparently is little connec tion between the outbreaks. Officials have undertaken an exhaustive in vestigation to determine if the whole anti-draft sentiment is not rooted in extensive machinations of German propagandists in this country having a central headquarters. Expects 100 Per Cent Registration Color to this theory is lent in some degree by the marked similarity in the methods of procedure in widely separated communities. Some offi cials believe that the entire agitation is manufactured by German agents who, baffled in their original program calling for an armed uprising of Ger man reservists in this country upon America's entry into the war, have turned their energies to this method of hindering the military plans of the government. If such is the case the conspiracy will come to nothing, officials believe The department of justice, it was au thoritatively announced tonight ex pects virtually 100 per cent of eligibles to register and prompt prosecution un der the criminal provisions of the law will be instituted in the few cases where the law is not observed. All Asked to Report Slackers. To bring out the full registration Attorney General Gregory today in vited the entire nation to constitute itself a committee of the whole and every man of military age a commit tee of one to report slackers. "Attorney General Gregory invites all young men of the country to co operate in the enforcement of law as a part of their patriotic duty," reads an official statement. "Determined ,to crush in incipiency every movement designed to thwart or interfere with registration, as pro vided for in the law, the department is having its officers throughout the country arrest promptly all agitators against compliance with the law. Will Honeycomb Nation. "The department is not dependent entirely upon its agencies to discover disloyal activity. State and municipa police are co-operating and members of national patriotic and commercia organizations, which were enlisted aft er the declaration of a state of war- to guard against all acts inimical to the general welfare are engaged in bringing to the attention of the United States attorneys and marshals all in stances to discourage registration. Rouse was held from the family residence this afternoon. Mr. Rouse served in an Illinois regiment during the war. He came to Nebraska in the early days, served as treasurer of Nuckolls county several terms. He had made is home in Peru for several vears. About a year ago he had a stroke of paralysis and about a week ago had two, irom wnicn ne nevr re gained consciousness. He leaves a wife, son, Dean E. L.
