Tire power against which we are arrayed has sought to impose its will upon the wo-rld by force. To this end it has increased armament until it has changed the face of war. In the sen. e in which we have been wont to .is.', of armies there are no armies in tnis struggle. 1 Mere are -entire nations armed. Thus, the men who remain to till the soil and man the factories are no less i part of the armv mat is r ranee tnun tne men beneath the battle flags. It must be so with us. It is not an army that .ve must shape tind train for war; it is a nation. lo this end our people roust draw close in one compact front airainst a common foe. Put this can not be if each man pursues ji private purpose. All must pursue one pur pose. The nation needs all meii; but it needs each man, not in the field that will most pleasure him, but in ike endeavor that will best serve the common good. Thus, though ;i sharp shooter pleases to operate a tripham mer for the forging of great guns, and an expert machinist desires to march with the Hag, the nation is be ing served only when the sharpshoot er marches and the machinist re mains at his levers.- The whole na tion roust be ji team in which each man shall play the part for which h" is best fitted. To this end, congress has provided that the nation shall be organized for war by selection and that each man shall be classified for service in the place to which it shall h"-,t rcrve the general good to call hint. . The. significance of this cannot be oer..latea. .It is. a new thing in our history and a landma'ik-in our'prcg- ress. Jt is a new manner oi accept ing and vitalizing our duty to give ourselves with thoughtful devotion to tire common purpose of us all. It is - !ir no sense a conscription of the un- willing; it is rather, selection from a nation which has volunteered en masse. It is no more a choosing of those who shall march with the col ors than it is a selection of those who shall serve an equallj necessary and devoted purpose in the industries that lie behind the battle line. The day here named is the time upon which all shall present them selves for assignment to their tasks. It is for that reason destined to be remembered as one of the most con snicuous moments in our history. It is nothing less than the day upon which the manhood of the country shall step forward in one solid rank in defense of the ideals to which the nation is consecrated. It is import ant to those ideals no less than to the pride of this generation in manifest ing its devotion to them, that there be no gaps in the ranks.- It is essential that the day be ap proached in thoughtful apprehension of its significance and that we accord it the honor and the meaning that it deserves. Our industrial need pre scribes that it be not made a tech nical holiday, but the stern sacrifice that is before us urges that it be car ried in all our hearts as a great day of patriotic devotion and obligation when the duty shall lie upon every man, w hether he is himself to be reg istered or not, to see to it that the name of every male person of the designated age is written on these lists of honor. In witness whereof I have here unto set my hand and caused the seal of the United Suites to be afirxed. Done at the city of Washington, this ISth day of May, in the year of our Lord one thousand nine hundred and seventeen, and of the independ ence of the United States of Amer ica, the one hundred and forty-first. By the President: ROBERT LANSING, Secna -v of State IAGANIZATION IN INTEREST OF THE ARMY Y. ft C. A, lroni Paturtlay'j ra;ly. The Y. M. C. A. throughout the na tion has done a great deal of good in the military camps jmd reservations in which the troops of the national guard have been stationed since the commencement of the Mexican diffi culty, and their splendid work has been recognized by the government and by the men who have served in the camp? and who rejilize what it means to have a homelike place such as the Y. M. C. A. provides for the men j'ny boys. The enlarging of the army and the calling to the colors of millions of new troops means that tne asso- jition will be compelled greatly to increase tneir taeinties to care ior tae comfort of the men and to provide i.hem with surroundings that will add r. tljeir physical and moral better ment. In order to do this the national association of the Y. M. C. A. is pre paring a. compaign that will, it is hoped, result in the creation of many now buildings in the places whe-e the soldiers are to be gathered under the conscription act. It will require the sum of S3,000,000 to equip the new buildings that are desired, and this sum is divided tfiro.'gh the different states, and Nebraska hr been assigned the sum of $''0,000. To aid in securing the sums needed for this splendid work the' has been created county councils that will act with the state association. The mem bers named for Cass county are Henry A. Schneider, C. A. Rawls and E. H. Wcscott. The movement will be taker, up throughout the county and effort"; made to make the movement a sue' cess. Contributions for the Y. M. C. A. work will do a great deal for the betterment of the boys in the camps of the country jmd give them an op portunity of enjoying clean moral en tertainment and the proper surround ings as nothing but the Y. M. C. A. can possibly handle, and "for this rea son there should be no holdine back from assisting in the good work. GRADUATES FROM NORMAL. From Saturday's. laily.
