NO DISPUTE ABOUT FACTS Washington, D. C, Dec. 22. The second American note to Austria, made public today, states that this government must "renew the definite but respectful demands" made on December C. The note is brief and friendly in tone, but states that Austria must make full reparation for American lives lost and punish the Austrian submarine commander who sunk the Ancona. The note follows: "The United States has received the note of December 15, 1915, and has piven the note immediate and careful consideration. Essential Facts Are Admitted. "One November 15, 1915, Baron Zwiedinek, charpe d'affairs at Wash ington, transmitted to the department of state a report of the Austro-Hun-parian admiralty with repard to the sinking: of the steamship Ancona, in which it was admitted that the vessel was torpedoed after her engines had been stopped and when passengers were still on board. "This admission alone is sufficient to fix upon the commander of the submarine which fired the torpedo the responsibility of having: wilfully vio ated the recognized law of nations and entirely disregarded those humane principles which every belligerent should observe in the conduct of war at sea. No Need for Further Details. "In view of these admitted circum stances, the United States holds that details of the sinking of the Ancona, additional testimony corroborating the admiralty's report and the number of Americans killed or injured are in no way essential matters of discussion. "The culpability of the commander is in any case estaVished, and the undisputed fact is that citizens of the United States were killed, injured or put in jeopardy by his lawless act. "The rules of international law and the principles of humanity which were thus wilfully violated by the com mander of the submarine have been so long and so universally recognized and are so manifest from the stand point of right and justice that the United States does not . feel called upon to debate them and does not understand that the imperial and royal government questions or dis putes them. Demands Renewed. "The United States, therefore, finds no other course open to it but to hold the imperial and royal government re sponsible for the act of its naval com mander, and to renew the definite but respectful demands made in its com munication of December 6, 1915. "It sincerely hopes that the forego ing statement of its position will enable the imperial and royal govern ment to perceive the justice of those demands and to comply with them in the same Fpirit of frankness and with the same concern for the good rela tions now existing between the United States and Austria-Hungary which prompted the United States to make them. Will Wind Up Cruise With as Little Publicity as Possible, His Friends Say. LEAVES NORWAY THURSDAY Christiania, Dec. 22. Henry Ford now realizes the hopelessness of his peace mission, men close to him to day stated, and will end the peace trip in a perfunctory manner and as incon spicuously as possible. Ford is deeply disappointed at the cool cool reception accorded the peace delegates in Norway and by the grank hostility of Danish authorities. These reports resulted from the fact that both Ford and Mme. Schwimmer, who suggested the peace cruise, have been in retirement for several days. Ford is recovering rapidly from a spell of sickness and will join the peace delegation when they leave for Stockholm on Thursday. Students Send Banquet Bill to Ford. Norwegian students banqueted mem bers of the Ford party last night, but sent the bill for the entertainment to Ford's headquarters. Louis P. Lochner, Ford's secretary, notified the students that Ford will contribute $10,000 toward new uni versity buildings. Mrs. Catherine Leckie, Ford's pub licity agent, today declared that the Anierican press has suddenly become fa voi able tc Ford's mission. The Scandinavian-American liner Frederick VIII has arrived here with twenty more Ford peace delegates. I.lir.e. Schv immer is greatly angered by Norwegian press comment concern ing her connection with the peace enterprise. Today, December 22d, is the short est day in the whole year, and while the difference between it and the past few days is not noticeable, still it has the distinction of holding on the calen dar the place of the shortest day in the year. From now on the sun will start back on its swing northward and bring with it the flowers and pleas ures of the good old summertime, but it will be a long time before the base ball and straw hat season rolls around in Nebraska. The first change in the lengthening of the days will be on De cember 30th, when the day will be one minute longer, and December 31 it will grow to two minutes and from then on the beams of dad will continue to in crease until the warm weather comes. However, vhe starting of the sun north will also mean for a few months that the weather will be much colder, al though today is certainly one that speaks more of spring than winter. TURKEY ROUTE MENACED London, Dec. 22. Unconfirmed re ports that the Russians have captured Varna, Bulgaria, aroused great excite ment here today, but were accepted with the greatest reserve. No mention was made of bombard ment of Varna in a Petrograd official statement last night. Dispatches from Berne, Rome and Athens reported that a large Rusisan squadron was shelling Varna, and Greek reports said the fleet was accompanied by sixteen heavily-laden transports. A news dis patch, reporting the capture of Varna, was filed at Athens at noon yesterday, one day later than other press mes sages reporting the port being shelled. It was stated that the city was laid in ruins, the forts silenced and that Russian infantry and artillery were landed. A neutral consul at Varna telegraphed the news to Athens, the Chronicle correspondent reported. May Relieve Pressure on Allies. If the Athens reports are true the Russians have begun a flanking at tack that may cause immediate with drawal of Bulgars from the Greek frontier. Such a maneuver would cause a radical change in the Balkan fighting, imperil the Teutonic com munications with Constantinople and, if successful, end the prospects of a German campaign against Egypt. It is assumed that if the Russians landed at Varna the force must have been at least 100,000 men. An army at least that large would be needed to withstand Bulgarian attacks until a larger force could be transported across the Black sea from Odessa. In Time of Peace.
