Mr. Bryan, la a statement giving his reasons tor re signing, mentioned two points of dif ferent o with the president. First, as to the suggestion of an investigation of the Luskauia case by an interna tional commission, and, second, as to warning Americans against traveling on belligerent vessels or with cargoes of ammunition.
