M andy Lee Incubator, etc. mn-y. IDE CITY COUNCIL 8ISI1CT CONSID ERABLE BUSINESS CoLneil Is Doing Proper Thing: in Their Efforts to Lover the Light Pates to the Citv. Theie was one of the most peaceful sessions that has been held by the city council for some time last night and the d-ids entered into the business of carrying out the city legislation with a view of giving the city the best possible results of their deliber ations. A petition was presented from Mrs. Julius Doering asking that her prop erty consisting of several lots in the north part of the city be set out of the corporate limits of the city as the land was used exclusively for agricul tural purposes and had never received any benefits or improvements from its being included in the limits of the city. The petition was referred to the judiciary committee where it will be investigated and a report made at the next meeting of the city council. City Clerk Nemetz reported as a result of his industry the past month he had secured the sum of S288.GG, from various sources which had been deposited with the city treasurer. City Trea.-urer Soennichsen report ed to the council that there was at resent in the treasury some $8,000, with overdrawn funds that will take vp aot:t hali cf the sum and leave the balance in the treasury at about ;i.0O9. The city carries a number of investments in loans and warrants on the water districts that serve to give them a good per cent for ihe sinking turn! that is to apply on the bonded indebtedness of the citv. This, of course, takes quite a sum out of the sinking fund and lowers the amount car' ied in the balance. Police Judge Archer reported that during the month just closed there had been twelve arrests made of which four had paid their fine, six released on suspended sentences and two committed to jail. The chief of the fire department al.-o presented a report showing that the equipment of the fire department was in goo i condition. The claims committee of the coun cil reported on the claim of Dr. E. D. OVmmins for $0 for medical at teiidarce to Officer Frank Neumann at the time he was injured in driving in an auto to the Masonic Home on a call for the city, and the committee recommended that the claim be al low?d. On motion the report of the committee was adopted and the war rants ordered drawn for the amount. Tiie finance committee reported that they had checked over the books of the city treasurer for the past six months and found them to be in good shape. The tire and water committee re ported that they had inspected and tested the fire hydrant on South Six teenth street and that it was vp to the requirements of the city and rec ommended that it be accepted which report was accepted and placed on file. The lighting committee presented a report dealing with the matter of the new rates for electric lights for the city and recommended that a new list of rates for the current to the city be secured. They gave a list of prices which they believed to be more equitable than that presented by the light company, as they had corre sponded with the different cities in the state ;n regard to the rates paid out for lights. The committee did not make any recommendation as to the rates for the private consumers of the city. Chairman Hallstrom stated they desired to get the approval of the council before submitting the list of figures to the light company for their acceptance or rejection. Councilman Buttery thought the the committee should make some rec ommendation as to the rates for the private consumers of the electric cur rent, even if it were necessary to take more time to get the figures on the rates of the different cities in the states. Councilman Straight in a few re marks stated that he did not think that under the franchise of the elec tric light company that the city had the right to regulate the rates charged the private consumers. The report of the committee was finally adopted ana the light company will be notified of the proposed rates and the city await their action in the matter. The police committee through Councilman Buttery, its chairman, stated that the work on the new jail was progressing very nicely, but there was several small items that needed looking after before the room -was completed in proper shape. The win dows on the west side of the building needed new shingles an well as a railing along the stairway .leading into the basement and the door should be provided with the proper kind of of a lock as it would have to be fixed up before it could be used. On mo tion of Lushinsky the committee was authorized to make the necessary ad ditions to the work outlined in the plans and specifications. Councilman Harris of the police committee re ported that he had been asked by cer tain parties as to whether or not the old bun shanty on Pearl str?et would be sold as soon as the new jail was completed. The mayor stated that if the city should decide upon a move of this kind they would advertise for bids for the sale of the jail to the one giving the best price. Councilman Johnson, chairman of the committee on resolutions, which had been appointed by the mayor to draft the resolutions of the city council on the death of Henry J. Streight, father of Councilman W. J. Streight, reported a short resolution expressing the deep sympathy of the council to the widow and family of the departed gentleman, and the reso lutions will be placed upon the rec ords of the city of Plattsmouth. Councilman Bestor stated to the council that there was no ordinance in force covering the licensing or op erating of skating rinks, and he intro duced an ordinance that covered thoroughly this question. It provides for a few of S'10 for a period of six months and that the rink shall be closed on Sundays and from 11 p. m. to 7 a. m. of every other day of the week. The ordinance was placed on its second and third leading and passed by the council. City Attorney Tidd informed the council that a gen tleman from Nebraska City desired to open a rink here and had dejvosited S'10 as a guarantee of good faith if the ordinance was passed that would allow him to operate here. The secretary of ihe park commis sion, J. P. Falter, reported that the new board had the sum of .0 turned over to them from the old board to cover some old material that had been sold by the old board at different times to private parties. Councilman Hallstrom wanted to know what had been sold by the old park board and thought that it should be investigated more carefully before the council al lowed the matter to be passed over. The question of the section of the occupation tax ordinance covering the express companies was touched upon by a representative of the Wells Fai go Express company, who desired to have the rate reduced from -30 to $15, which had been the old rate. He stat ed that their company did only SluO a month business in this city, and that of that there was the salaries of the drivers and the agent to be paid, which did not allow them very much profit on operating the company's of fice here. They were perfectly will ing to pay the $3 as was first charged against them, but objected to the in crease to $09. Councilman Johnson did not believe the city could afford to cut down the rate in the ordinance, as if the company 'lid not do the amount of business of their competit or it was not the fault of the city and they could not discriminate against one company in the rates for the ben efit of the other. Councilman Harris favored giving the company as good a deal as possible, and if necessary reduce the rating to $13, as there had been several laws adopted since the passage of the ordinance that cut down the revenues of the companies tc a low- figure. The matter was finally referred to the judiciary committee for future action. Manager K. C. Wood of the Nebras ka Lighting company was present at the meeting and requested permission of the council to say a few words in regard to the question of moving the electric light poles on Elm street from Sixth to Eleventh streets. He pointed out the difficulty that would be en countered in having; to place the poles in the alley and which would entai. practically the placing of a double line along this street to take care of the service. He stated that the com pany was willing at all times where practical to place the lines in the al leys of the city and would see that it was carried out. but in this particular case he would like to have the city allow them to move the poles to the curb line which they could do easily. The permission asked for was given, and t he company will move their poles to the curb line instead of near the center of the street where they are at present. The finance committee presented a resolution transferring $1,500 from the business tax fund to the road and fire hydrant fund,' which was adopted without a dissenting vote.
