WILL BE COSTLY TO TAXPAYERS Amendment "No. 1" on the Ballot Is a Single Tax Measure. It Will In crease Taxes on Lands and Remove Exemptions on Church Property. This rppears harmless, and is cuuu.ngly Gevised to catch votes lor the meas ure. It, however, tails utterly to disclose the real nature of the pro posed amendment. In reality, i: in ef fect m: I lilies and abolishes the pres ent uniformity provision of the ('en ttitution. The propped constitutional amend merit gives the legislature lull power to impose taxes upon such property as it may see tit, and to entirely ex empt such other property from taxa tion as it may choose, without any constitutional limitation. Of course, the taxes evaded by property which it may exempt must be borne by the property which it may choose to tax. In this way it might decide that all taxes should he borne by land alone and personal property, mer chandise, etc., be exempt. The single tax propagandists have undoubtedly instigated the proposed amendment. In no other way could their Theories be enacted into law. The present Constitution of Ne braska, Article 0, Section 1, provides absolutely for uniformity in taxation. It was originally taken from the con stitution of Illinois o: which the Su preme Court of that state has said: "The framers of our constitution and our lawmakers, to their credit be it said, have kept steadily in view the principle of equality and justice, in adopting a system of taxation which commends itself to the favor and ap probation of all well organized minds.-1 The great majority of the states f ih Union have in tbs-.r constitu tions provisions for uniformity in taxation, -similar to tho.-e now in ef fect in Nebraska and Illinois. A few of the states have, in recent years, under pressure o: the prevalent de fcire to try something new in the science of government, departed from this rule. A notable example of this Is in Wisconsin where a new and con glomerate system of taxation has leea in effect for several years, sim ilar to that now proposed for Nebras ka. Information late'y received from that state shows that the principal and in fact the only recommendation v. hich thi now revenue system has, i the facility with which it takes the money away from the taxpayers. All restrictions having been removed trom the legislature, which not only makes the appropriations, bu' pro vides for the levy and collection of the taxes, the burd- n of taxation ban beii enormously increased, so that there is now being raised and ex pended in Wisconsin for state pur posis alone about 51 S.oimmiii'i per an lium or at the rate of a million and a half dollar.- pr nv-rth. Enormous Increase of State Taxation. The State of Nebraska raised in taxes for all purposes for the year l:07 about $ll.:;H7,ioo. For the year 1M3 we raised in taxes about $22.4S7,7.4l an increase of tll.OiMVrSl, or S7.3 per cent. Laurie J. Quinby, chairman of the Nebraska Tress Association's Com mittee, and a well known single-taxer, in his report says: "All personal property taxes should be repealed, and only land should pr y taxes."
