Section 1. That Section 1 of Article I
cf the Constitution of the State of Ne
braska be amended to read as follows:
s. 1. The rules of taxation shall be
uniform as to any given class and taxes
shall le levied upon such property as tht
legislature shall prescribe. Taxes ma?
also be Imposed on incomes, privileges ami
occupations, which taxes may be graduated
nd progressive and reasonable exemptions
may be provided, in addition to those here
inafter specifically mentioned in section i
tt this article.
Sec. 2. That at the general election In
November, V.4, there shall be submitted
to the electors of the state for their ap
proval or rejection the foregoing proposed
amendment to the Constitution in the fal
lowing form: "For amendment to the
Constitution providing for uniform and
progressive taxation" and "against said
proposed amendment to the Constitutor
providing for uniform and progressiv
taxation."

Be It Resolved and Knacted by the Teoplt
of the State of Nebraska:
Section 1. That at the ceneral election
for state and legislative offices, to be held
on the Tuesday succeeding the first Mon
day in November, l'.14. the following r
submitted as amendments to Sections 1 and
24, of Article V, of the Constitution of
Nebraska :
Sec. l. The executive department shai:
crnsist of a Governor, who shall hold bi
office for a term of two years from the
first Thursday after the first Tuesday In
January, next after his election, and until
his successor Is elected and qualified. In
addition to the Governor, the executive de
partment shall Include the following offi
cers: Lieutenant Governor, Secretary of
State, Auditor of Public Accounts. Treas
urer, Superintendent of I'ublic Instruetion.
Attorney General, and Commissioner of
Public Lands and Buildings, each of whom
shall hold his office for the term of two
years from the first Thursday after th
first Tuesday In January, next after his
election, and until bis successor fs elected
and qualified; Provided, however, that the
first election of said officers shall be held
on the Tuesday succeeding the first Monday
in November, 1'JlG. and each succeeding
election 6ball be held at the 6ame relativr
time in each even year thereafter. Tht
Governor, Secretary of State. Auditor of
I'ublic Accounts, and Treasurer shall re
side at the seat of government dnriug theit
terms of office, and keep the public records,
books and papers there, and shall perform
uch duties as may be required by law.
Sec. 24- The salary of the Governor shall
be five thousand $"J,00.00) dollars per an
num. The salaries of Auditor of Public
Accounts and Secretary of State. Superin
tendent of Public Instruction and Commis
sioner of Public Lands and Ruildings shah
be two thousand five hundred $:!."VU0 ;
dollars each per annum, and of the Attor
ney General, four thousand dollar!
$4.000.00) per annum, the salary of thf
State Treasurer shall be thrc-e thousand
$3.000.00) dollars per annum, and the Lieu
tenant Governor shall receive one and one
balf the compensation of a senator, and
after the adoption of this constitution they
shall not receive to their own use any fees
costs, interests upon public moneys In thei:
bands, or under their control, perquisite

that may hereafter be payable by law foi
services performed by an officer provider
for in this article of the constitution shai:

There shall be no allowance for clerk hir
in the offices of the Superintendent of

Sec. 2. That at said election on the Tues
day succeedinff the first Monday in Novem
ber, 1914. on the ballot of each elector

vide entitled to receive the benefits of
this; Corporation- and this- Corporation
shall have the right to acquire personal
property and real estate, rent, own or
construct buildings, wharfs, docks or
landings as mav be deemed prooer by
tiie stockholders and for providing a
club room for such club.

The affairs of this Corporation shall
be conducted by a Hoard of directors,
who shall be elected on the f.tli clay

The highest amount of intodbtedness
incurred by this Corporation shall not
exceed two-thirds of its paid-up
capital stock.

Iondon, Sept. 10. The allied armies
continue to have the advantage, ac
cerriing to French official reports, in
what can only be the preliminaries of
!i great battle extending from Meaux,
.uort beast cf i'aris, to the fortress of
Veiduu, 1 2. miles farther east.
The Germans, who have brought up
reinforcement, are striking at the- al
lies left and center between Mont
mirail anl Vitry-le-Francois, a front
of from fifty to sixty miles, but each
time they have been driven Lack.
This is not tuprisir.g to military
men, as the Gtrmass have been com
pelled to advance through the swamps
of the Fetit Moiln. and th- n over bare
uplands to the extiemely strong
French position on the light. It is
'heir only chance, however, and it i3
expet-te;! that they will strike and
strike again.
French Guns on Height.
They are bringing their reinforce
ments down frcm Chalons on the roads

French artillery posted on the heights,
which give it a great advantage.

the rivers and through the hills of Ar
gonne between Vitry-le-Francois and
Verdun cm tbe right wing of the allies.
Again, according to French reports,
there has been bo action against the
Grand Couronne of Nancy and in the
Voges and Alsace the situation re
mains unchanged.
All tbis favorable news has cheered
the allies, but military critics warn
the public that the battle has not yet
been won, and that there probably will
be a week or more of fighting before
a decitdw result is attained either way.
May Be Trick of Germans.
There is a possibility that the Ger
mans are trying to draw the allies into
an attack upon the high ground that
lies between the Marne and the Aisne,
about Rheims, and while it is believed
that some" of the edge has been taken
off the German defensive, it is not at
all probable that it has all been removed-
General Joffre, the Freucn com
mander in chief, however, has won
some points, lie has gained the time
he required, is in better positions and
has completed bis concentration, so
that he is now believed to have a fair
chance against the invaders, who have
hewed their way from Mons to the
gates of Paris.
German reinforcements, estimated
at OO.ooo men, are advancing into
France in three columns, according to
an Ostend dispatch. .
Germans Driven Back 25 Miles.
Bordeaux, Sept. 10. The following
announcement was issued:
"On the left wing all the German
attempts to break the French lines on
the right bank of the Ourcq river have
failed. We have taken two standards.
The British army has crossed the
Marne and the enemy has fallen back
about twenty-five miles. On the cen
ter and right wing there Is no notable
change."
Frenchman Given Medal.
Paris, Sept. 10. On the banks of
tbe river Ourcq two German flags have
been captured in the course of a great
battle. One was taken from the en
emy by force by a reservist named
Gullmard, who has received the mill
tary medal from General Gallieni, com.
