It is notable that Congressman Berge's socialism was only a side issues to the direct questions involved in the debate. It was throwii in, in the course of his speech, as a prophecy. The oc casion of it was participation in concrete matters of government which had nothing to do with socialism and which enlist the support of men like President Taft, men who have no sympathy with the socialist propaganda and who are active in opposing it. This discloses the modern social ist movement w hich has abandon ed the old Utopian dreams and the old policy of aloofness and has chosen the plan of applying to things as they are such better ments as are immediately attain able. Yet undeniably the greatest popular interest in Congressman Berger's speech will attach to his purely socialist statements to what the lawyers would call the obiter dicta of his address the general principles which affected the reciprocity bill only incident ally, if at all. The people are curious to see a socialist in ac tion, so to speak; just as they have watched with sympathelit interest the experiment of s socialist municipal administra- t'dn in Milwaukee.
