They led the horses out to the buggy and got the tugs all hitched, and Chester got in the buggy and took hold of the lines, while the other boys went to the house to announce that "they had hitched up the horses." The team started, and a3 the lines were not fasten ed they were soon running. WINDHAM INVESTMENT COMPANY DO THEY HOLD OVER TO 1000 The impression seems to prevail that there will be no election next spring for mayor, treasurer, clerk and police judge, made so by a recent enactment of the legislature. This is a conclusion arrived at by some of the ablest lawyers in the state. According to the law per taining thereto, the terms of the oflficiala are extended one year or till April, 1909. This act was passed with the emerg ency clause and became effective March 15, 1907. This act does not seem to af fect in any way the terms of members of the city council, four having been elected in this city in April, 1907, for a term of two years, which is exactly what the ne'w law directs. The law also pro hibits any man holding an elective city office from holding a county office at the same time and the acceptance of a coun ty office is declared to render the city office vacant. In chapter 13 of the session laws of 1907, appears as the enactment of " House Roll No. 254," extended amendments to the laws previously governing cities of 5,000 to 25,000 population. In these amendments appears a sec tion directing the election of a mayor, treasurer, clerk and police judge at the annual election in April, 1907, "for a term of two years and biennially there after." It is especially set forth that this amendment to the law "shall not shorten the term of office for which any of the said officers above mentioned may have been heretofore elected, anil all of said officers heretofore elected shall hold their office until their successors are elected and qualified under and by vir tue of the provisions of this act." If the views of some of the most em inent jurists of the state hold good, then Mayor Gering, Treasurer Clements, Po lice Judge Archer and Clerk Elster will hold over to 1909, this amendment ex tending their times to April of that year. As we understand it, this law does not interfere with the election of members of the city council next spring. There is another provision which per haps will be of interest to those ladies who believe in woman suffrage, where in it provides that "all officers except the city treasurer, shall be qualified elec tors of the city, entitled to vote at all elections. A resident freeholder, regard less of sex, shall be qualified to hold the office of city treasurer."
