TEACHERS' CERTIFICATES Stale Department of Education and Coun ty Superintendents Have Agreed Up the Tests. The htate department, t.f education and the county superintendents of public instruction of the state have agreed upon rules and regulations ooverninis- the issuance of teachers' certificates under the new certification law passed by the last session of the legislature, The examinations are to he held In each county on the third Friday and Saturday of each month under the supervision of the county superinten dents. I'our dajs will be uiven each applicant to complete theexamination for a third irrade certificate, five days for a second trade certificate and six d.iys for a first class certificate. Six months from the date or betrinnintf also will be allowed to complete the examination. All of the branches may Iv; taken in one month if desired. On tilling out the necessary blanks previous to examination, each applicant must de posit witli the county superintendent the regular examination fee of Sl.oO. This entitles liim to registration and a number, by which number he will be known in the examination. The I examination questions will be prepared 1 by the state board of examiners, each I examiner beintf assigned certain sub jects upon which to prepare questions. These questions are then to be sub mitted to other members of the board, and if two of the other members object to them they will be stricken out of the list. Afterward the ap proved questions are sent to the county superintendent in four separate pack ages, a package beinr opened on the day the subjects it contains are to be examined upon. The answers to the questions must be written in ink on leal cap or examination paper, but one side of the paper beinj; used. Judgment, jvas rendered against Fiattsmouth in the trial of the case in that city, the suit beiny for the recov ery of a deficiency judgment amount ing to :i,3:56.25, being in the nature of foreclosure proceedings on the electric light plant of the city and for rental as stipulated in the lease in evidence, from November I'u 1W0, to March 1, 1102, and for the stipulated value of the property turned over to the re ceiver. The case was appealed by the city of I'lattsmouth to the circuit court of appeals, with the result that the decision of the lower court is re versed and dismissed and that the city of I'lattsmouth shall have and receive costs against the New Hampshire Sav ings bank. THE COMPULSORY EDUCATION LAW Children Must Attend School for at Least Three Months of the Year. Subdivision X. V. I., Section 1. School Laws of Nebraska, says: "Children not less thanseven (7) and not more than fifteen (1.1) of age must attend the public day school not less than two-thirds of the entire time school is in session in the district in which they reside and in no case shall such attendance be for a period less than twelve (12) weeks," with the following exceptions: 1. Attendance at a private or pa rochial school. 2. Instruction at home by a person qualified to teach in the public schools. 3. The child being fourteen years of age and of necessity regularly em ployed for his own support or those dependent upon him. 4. Physically or mentally inca pacitated. .". Distance to nearest school more than two miles. The attendance of children in pri vate or parochial sbhools must be re ported to the city or county superin tendent. School boards in city or metropolitan city school districts shall appoint truant otticers who shall enforce the provision of this law. In other school districts, any super intendent, principal, teacher, or mem ber of the school board shall report anyone who violates the compulsory education law to the county superin dent, "who shalllimmediately investi gate the case and give written notice to the parties reported as violating this act: and, if in one week from the time of said notice such parties are living in violation of this act, then thecounty superintendent shall appear in the court of the county judge, and gle his complaint against such parties violating this law. The county judge shall at once issue summons against the offending party or parties: such summons shall be served by the proper authorities as bylaw prescribed; the offending parties shall appear in court under penalty for contempt and answer to the charge which, if proven shall constitute in them a misde meanor, subject to a fine of not less than live (3.00) dollars nor more than twenty-rive (25.00) dollars for each offence.
