To make this reception creditable arid historic it mui-t bo civan an ollicial character and oruani id under the auspices of our state and cit g-overn-ments. The initial step is about to be taken by the mayor of Omaha and we have no doubt that his effort will be seconded by tho governor and state officials. O.naha has a well established reputation that it never does things by halves and it goes without saying: that its citizens will not only vie with each other in makine the welcome to the First Nebraska the grandest civic and military demonstrations over witnessed west of tho Missouri, but will con tribute liberally to defray the expense incidental thereto. Tho proposed reception of Nebras ka's fighting volunteers should, how ever, not be dwarfed into a purely local affair. Every section of tbo state has contributed its quota to Nebraska's war contingent and it stands to reason that the patriotic sentiment permeates every town and hamlet. First and foremost among the citi zens who will rejoice in doing honor to the battle-scarred Nebraska boys will be the men who enlisted and served in the Second and Third Ne braska regiments. They also should come in for their due share of the plaudits showered upon the men who volunteered at the call of the nation 'c executive and rallied around its ban ners. While probably six weeks will elapse before the First Nebraska regi ment will set foot ou Nebraska soil, there is no time to lose in perfecting the arrangement for their reception lieo. ill O It K M KN FOR TUG I'll 1 LII'l'IM KS. The fact that move men are wanted for tho army in the Philippines than were thought to bo necessary a few months ago does not mean that the campaign thus far has been a failure, says the (Ilobo-Democrar. It means that the president is determined that not only shall the resistance by fu ture Aguinaldos b'3 averted, but that all guerilla disturbances shall be pre vented. It will bo very easy to sup press the present Aguinaldo. The de termination of the government is to render all Aguinaldos of five, ten or fifty years hence impossible. Moreover, a larger army in the Ehilippines means quicker work and smaller loss of Ufa Tho rebellion will be crushed sooner, and it will stay crushed. Capitals or any other sort of towns held by the Filipinos can be captured at any time. It is never difficult for the American troops to drive any number of Filipinos out of any point which they hold. In the future, however, something more than this will be done. The town which is captured will be garrisoned and held. This necessarily requires a somewhat larger force than would be necessary for merely whipping the Filipinos. Under the new plan when they are whipped they will remain whipped. Great work has already beer done by Otis, Lawton, MacArthur, Hal! and their associates. No soldiers whom tho world eve saw could have done more with their means. Their resources will bo enlarged now, and they will do still better work. The moral effect, too, of this increase in force in the Philippines will be salu tary. It will have an influence on Aguitaldo. That astute personage re lied on the discharge of the volunteers to weaken Otis's army permanently. He thought, therefore,that while Otis could drive him from any position which he could occupy,Otis would not have enough men to hold the position. This is where the new programme will hurt Aguinaldo. The places which will be captured will be retained. When the rebels are driven out of a region they will never again be able to get a glimpse of it except as prison ers. Guerrila fighting will be pre vented. A district which is cleared will be pacified for all time. The new program will be merciful to the sol diers and will give, satisfaction to the country. According to the report of the Nicaragua canal commission, made public by the state dopartraent,tho ca nal will cost $118,113,700. It is figured that the total exports to all those islands in tho full fiscal year ending with this month will roach about $:io,)00,0()(), against $17,0(10,0(0 la.sX year. To tho Philip pines the exports aro three; times as much as in tho corresponding months of any preceding year. Tho figures do not include any of tho supplies sent by tho government. While this is a somewhat gratifying statement, it is to lie said that trade with Cuba and Porto Ilico has not in creased as much as had been expect :, particularly with tho former,and mer chanls in tho Cuban trade havo ex pressed disappointment at the slow im provement. Tho Cuban trado cannot increase rapidly, howevor, so long as existing conditions in the island con tinue and tho growth that has boon realized ought to he regarded as very satisfactory. It will probably be sev eral years befoio wo shall have as largo a commerce with Cuba as we had seven or eight years ago, but there is certain t bo in time a very extensive trado with that inland. Exports of American products to Porto Kico will of course further improve, but it is not a market from which great benefit s to bo expected. Tho islanl has been developed t almost tho limit of its possibilities and there is littlo oppor tunity for much expansion of its com merce. Our advantago will be in get ting most of the trade that vvat Spain's. As to the Philippines wo shall of course materially incease our trado with the islands, but it will never amount to anywhere near tho extrava gant calculations that have been made by some, for our commercial compet itors will have an equal chance with us in that market. Two very interesting pairs of twins are living at Wichita, Kas. They are Wilbur F. and John F. Stites. They aro fifty-four years old, and look so much alike that only intimate friends can tell them apart. They married twin sisters, the Misses Alice and Carrie Worth. The two families live together in the same house in Wichita. The average daily temperature has varied from about normal in the extreme cacti rn portion ol tho state lo - grces below normal in tho western part. Light frost occurred in north western counties on the Cth and 8th. In most of tho eastern third of tho state tho rainfall of tho week ex ceeded half an inch, tho rain falling in showers mostly on tho (ilh and 7lh. In tho western counties tho rainfall wna generally less than a quarter of an inch. The past week has been a most fa- vorablo one for the growth of crops- in the eastern half of the state. In most of the western half more rain woirlU bo beneficial, and in tho south western counties small grain has been injured by tho dry weather. In tho northeastern counties small grain is in excellent condition and has grown woll. Corn has grown well in all parts of tho state. Tho dry weather in tho western part of tho state has not af fected it unfavorably. Cultivation of corn has mado rapid progress in cen tral and western counties, nnd tho crop is there froo of weeds. In the region of heavy rainfall cultivation has been dolaped somewhat, and somo fields are becoming weedy. Corn is somewhat backward in northeastern counties, but taken as a whole it is in bettor condition than usual at this timo of year. Alfalfa is being cut, and the crop is generally light.
